Have you dreamed of being able to work with Habitat for Humanity to improve the lives of others? The week of September
13-17 we will help them with the building of a home for a Martinsburg family. This is the perfect opportunity and experience
of a lifetime for anyone willing to volunteer for a day or two. Areas they need help with are: general help, install the deck
floor for two decks, electricians and helpers, vinyl siding contractors and helpers, and food service (help serve the
workers 2 meals a day.) Construction volunteers are needed on Wednesday, September 15, Thursday, September 16, and
Friday, September 17. If you are interested in having the experience of a lifetime and help with this, stop by the Habitat for

CLOTHING DRIVE FOR FREDERICK RESCUE MISSION *SUNDAY, SEPTEMBER 26*
In our current economic conditions there are many families with clothing needs. The Frederick County MD Rescue Mission is
seeking CLEAN , gently used clothing to provide for these families. Why not start cleaning out your closets now to determine
what items you would like to bring to Covenant on Sunday, September 26 when they will have a truck in the parking lot to pick
up your donations. Items they accept are: shirts, pants (slacks) and dresses of all types, towels, wash clothes, shoes, socks,
belts, purses, under garments, linens, pajamas, jackets/coats, blankets, gloves, curtains, and scarves. They accept all textiles
as well. Please bring the items you wish to donate with you on Sunday, September 26 in bags or boxes. For more information,

RED CROSS BLOOD DRIVE
The last scheduled blood drive for the year will be held on Sunday, September 26 from 9:00-1:00 in the Great Room. Donor
appointment sign-up sheets will be available at our table in the foyer after both services starting in two weeks on Sunday,
September 5. Appointments are not required but are recommended. Anyone interested in volunteering to help with the
blood drive will be able to sign up at the same table. We will not have another blood drive until sometime after the beginning
of next year. Were you aware that every 2 seconds, someone in the United States needs a blood transfusion?

SENIOR ADULT MEALS
Every month on the third Thursday, the Jefferson County Council on Aging will be at Covenant in Room 435 at
12:00 Noon to serve congregate meals to those age 60 and older. The cost for the meals: those age 60 or older,
a donation of $2.00 per person is requested, or whatever amount you can afford. Those age 59 and under must
pay $4.00. The next scheduled meals is Thursday, September 16. Reservations are required by Friday,
September 10. Contact Marge Woelkers at 304-725-9158 to make your reservation. They are also looking for

Once again Covenant has been invited to participate in the School Supplies for Needy Children project. We have
been asked to provide 15 back-packs for high school students. To participate, purchase a backpack and these
supplies: 6 #2 Pencils; 6 Black Ink Pens; 100 3x5 Lined Index Cards; 1-2” Three Ring Binder; 2 packs College
Ruled Notebook Paper; 3 One Subject College Ruled Notebooks. You’ll never know the child who will carry "your"
bookbag proudly to school, but you will know that because you cared, one child has been given a helping hand
that could make a huge difference in their life. If you wish to participate, bring it to the church before August 8.

Program Description
The West Virginia Low Income Energy Assistance Program (LIEAP) assists eligible households with the cost of home heating
through direct cash payments or payments to utility companies on their behalf. A crisis component is available for households
without resources facing the loss of a heating source. Eligibility for both program components is based on a combination of
factors, including income, type of heating payment, and total heating costs.
The Division of Family Assistance (DFA) operates LIEAP in each of the DHHR field offices for a short time each winter, usually
beginning with a mail-out to targeted households. In addition, DFA contracts with the Community Action network and with regional
Agency on Aging offices to perform outreach and accept LIEAP applications at their local sites.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the state of West Virginia, you must need financial
assistance for home energy costs and your household's annual income before taxes must not exceed $14,079 if one person lives
in the household; $18,941 if two people live in the household; $23,803 if three people live in the household; $28,665 if four people
live in the household; $33,527 if five people live in the household; $38,389 if six people live in the household; $43,251 if seven
people live in the household; and $48,113 if eight people live in the household. For larger households, add $4,862 for each
additional person in the home.

Program Description
The West Virginia Food Stamp Program (FSP) provides monthly benefits to help eligible households buy food. Eligibility to receive
benefits is based on household size, income, assets and some household expenses. Food Stamps may only be used to purchase
food for human consumption and seeds/plants to grow food at home. Food Stamps cannot be used for: household items,
grooming products, tobacco, alcohol products, pet food, etc.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the State of West Virginia and fall into one of two groups: (1)
those with a current bank balance (savings and checking combined) under $2,001, or (2) those with a current bank balance
(savings and checking combined) under $3,001 who share their household with a person or persons age 60 and over, or with a
person with a disability (a child, your spouse, a parent, or yourself). For either group, you must also have an annual household
income of less than $13,284 if one person lives in the household; $17,808 if two people live in the household; $22,332 if three
people live in the household; $26,856 if four people live in the household; $31,380 if five people live in the household; $35,904 if six
people live in the household; $40,428 if seven people live in the household; or $44,952 if more than seven people live in the
household.

Each day public schools across the State of West Virginia serve more than 180,000 students healthy, well-balanced meals
through the National School Breakfast and Lunch Programs. The School Breakfast Program provides funding that makes it
possible for schools to offer a nutritious breakfast to students each day. Similarly, the goal of the National School Lunch Program
(NSLP) is to protect the health and well-being of the nation's children by providing nutritious school meals every day. NSLP
provides funding that makes it possible for schools to offer a nutritious school lunch. Schools receive Federal funds for each
breakfast and lunch served, provided that the meal meets established nutrition standards.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the State of West Virginia and a parent or primary caregiver
responsible for a child(ren) who attends school (high school or under). Those who qualify must also have an annual household
income before taxes that must not exceed $26,955 if two people live in the household; $33,874 if three people live in the
household; $40,793 if four people live in the household; $47,712 if five people live in the household; $54,631 if six people live in the
household, $61,550 if seven people live in the household;$68,469 if eight people live in the household; and $75,388 if more than

Program Description
The West Virginia Children's Health Insurance Program (WV CHIP) provides quality health insurance to eligible children and
strives to develop a health care system in which all West Virginia children can access health care coverage. WV CHIP is a free or
low-cost health plan for children from birth up to age 19. Covered services include preventive care, such as well-child visits and
immunizations, prescriptions, hospital visits, dental, vision, and mental health services.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of West Virginia, under 19 years of age, not covered by health
insurance (including Medicaid), a US national, citizen, legal alien, or permanent resident, and you must have an annual household
income before taxes of less than $36,425 if two people live in the household; $45,775 if three people live in the household; $55,125
if four people live in the household; $64,475 if five people live in the household; $62,480 if six people live in the household; $70,400
if seven people live in the household; $78,320 if eight people live in the household; and $81,720 if more than eight people live in the

Program Description
The WIC Program provides supplemental foods, nutrition education and referrals to health care, at no cost, to low-income
pregnant, breastfeeding and postpartum women, infants, and children up to age 5 who are determined to be at nutritional risk. To
be fully eligible for the WIC Program, applicants must be determined by a health professional, at no cost, to be at nutritional risk (i.
e., have certain medical-based or diet-based risk conditions). The WIC program of West Virginia is administered by the West
Virginia Bureau for Public Health, Office of Nutrition Services which is part of the Department of Health and Human Resources.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the State of West Virginia, pregnant, breastfeeding and
postpartum woman, infant or child up to 5 years of age and: (1) are individually determined by a health professional to be at
nutrition risk; and, (2) meet an income standard, or are determined automatically income eligible. A person who participates or
has family members who participate in certain other benefit programs, such as the Food Stamp Program, Medicaid or Temporary
Assistance for Needy Families, automatically meets the income eligibility requirement.

The Special Milk Program provides milk to children in schools, childcare institutions and eligible camps that do not participate in
other Federal child nutrition meal service programs. Schools that participate in the National School Lunch or School Breakfast
Programs can participate in the Special Milk Program for half-day kindergarten and pre-kindergarten children who do not have
access to a school meals program. The program reimburses schools and institutions for the milk they serve.

Any child in a school or institution that participates in the Special Milk Program can get milk. Schools may elect to offer free milk

Program Description
The Head Start program (for children ages 3-5) and Early Head Start program (for pregnant women, infants, and toddlers)
promote school readiness for children in low-income families by providing comprehensive educational, health, nutritional, and
social services. Parents play a large role in the programs, both as primary educators of their children and as participants in
administering the programs locally. Both programs provide pre-literacy and literacy experiences in a multi-cultural environment.
Parents are also provided social services, including assistance with childcare. Services are also available to migrant and
seasonal farm worker families.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the State of West Virginia, you must be a parent or primary
caregiver responsible for a child who is too young for public school and your household's annual income before taxes must not
exceed $10,830 if one person lives in the household; $14,570 if two people live in the household; $18,310 if three people live in the
household; $22,050 if four people live in the household; $25,790 if five people live in the household; $29,530 if six people live in the
household; $33,270 if seven people live in the household; $37,010 if eight people live in the household; and $40,750 if more than
eight people live in the household. For larger households, add $3,740 for each additional person in the home.
If you do not meet these criteria, you may still qualify if you are a U.S. national, citizen or permanent resident whose financial
status is low income or very low income, who is under-employed, unemployed or about to become unemployed, facing

Program Description
The West Virginia Medicaid Program provides a medical card which may be used to receive medical care in the community or in
an institutional setting, such as a nursing home. This allows those who may not be able to afford medical care the opportunity to
have their health needs addressed. Medicaid is administered on the Federal level by the Center for Medicare and Medicaid
Services (CMS) under the Social Security Administration.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the state of West Virginia, a US national, citizen, permanent
resident, or legal alien, in need of health care/insurance assistance, whose financial situation would be characterized as low
income or very low income. You must also be either pregnant, a parent or relative caretaker of a dependent child(ren) under age

Program Description
West Virginia's Temporary Assistance for Needy Families (TANF) Program is WV WORKS. It is based on the goals of assisting
economically dependent and at-risk families to become self supporting, enhancing the well-being of children, and on assisting
families near the poverty level to remain self-sufficient.
WV WORKS provides monthly cash assistance to eligible families. Most people who receive a monthly WV WORKS check also
receive Food Stamps and Medicaid, but these are not guaranteed based just on receipt of a check.

In order to qualify for this benefit program, you must be a resident of West Virginia, either pregnant or responsible for a child
under 19 years of age, a US national, citizen, legal alien, or permanent resident, have low or very low income, and be either
