Low Income Home Energy Assistance Program (LIHEAP), a program funded by the Federal Department of Health & Human
Services (HHS) helps low-income residents meet their home energy needs, and provides emergency assistance to households
whose electric or gas services have been terminated or households that are without fuel oil and have been denied fuel oil
delivery. The amount of assistance is based on household size, total household income, fuel type, and type of residence. LIHEAP
is a national program funded by the U.S. Department of Health and Human Services. LIHEAP makes home energy bills more
affordable. It is the last line of protection against escalating home utility bills and the resulting disconnection or denial of
service. Each year between 12,000 and 14,000 low income District of Columbia residents are provided energy assistance
through LIHEAP. In addition to the financial assistance afforded to these eligible applicants, LIHEAP also provides fans during
deadly summer heat waves and heaters and blankets during the cold season.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the District of Columbia, you must need financial
assistance for home energy costs and your household's annual income before taxes must not exceed $20,180 if one person
lives in the household; $26,389 if two people live in the household; $32,598 if three people live in the household; $38,807 if four
people live in the household; $45,016 if five people live in the household; $51,225 if six people live in the household; $57,434 if
seven people live in the household, or $63,643 if eight people live in the household. For larger households, add $6,209 for each
additional person in the home.

Applying for assistance is done primarily by calling the DC Energy Office (DCEO) hotline and scheduling an appointment for
intake at the DCEO: 202-673-6750.

In addition to that main method of receiving LIHEAP applications, many more are taken at senior sites which the LIHEAP staff
schedule to visit during late summer months each year. Still others are received at the annual Utility Discount Day program.
This event includes various utility companies and the DCEO in a coordinated joint effort at the D.C. Convention Center, to accept
applications both for their individual discount programs as well as for the LIHEAP, all on one application form.

Program Description
Food Stamps is a program that enables low income individuals and a family to buy a variety of food staples that is the basis for
better nutrition. Staple foods include meat, poultry, fish, bread, cereals, vegetables, fruits, and dairy products. Staple foods do
NOT include food accessory items such as coffee, tea, carbonated or non-carbonated drinks, candy, condiments, spices,
alcoholic beverages, tobacco, hot foods, or hot food products for immediate consumption. Benefits are issued through
electronic benefit transfer (EBT). EBT allows customers to use an ATM-like card to withdraw their benefits electronically at
participating groceries and markets. The amount of the benefit the customer receives is based upon the USDA Thrifty Food Plan
budget, the income of the customer's household, the household's shelter costs and certain other expenses, and the number of
eligible household members. A Food Stamp household generally consists of all the persons who buy and prepare food together.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the District of Columbia and fall into one of two groups: (1)
those with a current bank balance (savings and checking combined) under $2,001, or (2) those with a current bank balance
(savings and checking combined) under $3,001 who share their household with a person or persons age 60 and over, or with a
person with a disability (a child, your spouse, a parent, or yourself). For either group, you must also have an annual household
income of less than $13,284 if one person lives in the household; $17,808 if two people live in the household; $22,332 if three
people live in the household; $26,856 if four people live in the household; $31,380 if five people live in the household; $35,904 if
six people live in the household; $40,428 if seven people live in the household; or $44,952 if more than seven people live in the
household.

Applications must be filed, interviews conducted and all financial and technical eligibility factors must be met prior to issuance
of benefits. Applications may be filed at any IMA Service Center, but applicants are urged to apply at their neighborhood office in
order to facilitate the processing of their applications. Applicants may complete a Food Stamp Only Application, or a Combined
Application when applying for Food Stamps and other programs such as TANF or Medicaid. The Combined Application may be
downloaded from the DHS website. Applicants must generally complete a face-to face interview, but may name someone to act
on their behalf.

Program Description
The National School Breakfast and Lunch Programs provide reimbursement for nutritionally balanced low-cost or free lunches
and breakfast served to children attending public or private non-profit schools. In the 2002-2003 school year, NSLP provided
8,706,382 meals to 76,832 District of Columbia school children attending 178 schools served by 32 local School Food
Authorities through this entitlement program. In March 2002, the SBP provided 367,712 meals to 18,269 DC school children in
160 schools.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the District of Columbia and a parent or primary caregiver
responsible for a child(ren) who attends school (high school or under). Those who qualify must also have an annual household
income before taxes that must not exceed $26,955 if two people live in the household; $33,874 if three people live in the
household; $40,793 if four people live in the household; $47,712 if five people live in the household; $54,631 if six people live in
the household; $61,550 if seven people live in the household; and $68,469 if eight people live in the household. For larger
households, add $6,919 for each additional person in the home.

Program Description
The WIC Program provides supplemental foods, nutrition education and referrals to health care, at no cost, to low-income
pregnant, breastfeeding and postpartum women, infants, and children up to age 5 who are determined to be at nutritional risk.
To be fully eligible for the WIC Program, applicants must be determined by a health professional, at no cost, to be at nutritional
risk (i.e., have certain medical-based or diet-based risk conditions).
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the State of District of Columbia, pregnant, breastfeeding
and postpartum woman, infant or child up to 5 years of age and: (1) are individually determined by a health professional to be at
nutrition risk; and, (2) meet an income standard, or are determined automatically income eligible. A person who participates or
has family members who participate in certain other benefit programs, such as the Food Stamp Program, Medicaid or
Temporary Assistance for Needy Families, automatically meets the income eligibility requirement.

To apply for the WIC Program in the District of Columbia:
1.Call 1-800-345-1WIC (1942).
2.WIC staff will ask you a few questions to determine if you are eligible.
3.If found potentially eligible, a WIC staff person will schedule an appointment at the WIC clinic of your choice.
4.On the day of the appointment, plan to spend one hour and bring:
◦Proof of DC residence (a bill or letter addressed to you in the past 30 days)
◦Proof of total family income (last two check stubs or Medicaid, DC Healthy Families, School Lunch Program, TANF, or Food
Stamp notice)
◦Proof of pregnancy or proof of birth (birth certificate or discharge papers)

Program Description
The Special Milk Program (SMP) provides funds on a reimbursement basis to serve milk to children in schools and child care
institutions that do not participate in other Federal child nutrition meal service programs, primarily private, religious schools. In
March 2002, 300 children in six local schools received 4,672 milks through this program. In compliance with Federal guidelines,
nutritious meals are provided to children in approved settings through five programs: the National School Lunch Program, the
School Breakfast Program, the Child and Adult Care Food Program, the Special Milk Program, and the Summer Food Program.
Providers include schools, child care agencies, community groups, and local government sponsors.
General Program Requirements
Any child in a school or institution that participates in the Special Milk Program can get milk. Schools may elect to offer free
milk to low-income children. In order to qualify for this benefit program, you must be a resident of the District of Columbia, your
household's annual income before taxes must not exceed $20,036 if one person lives in the household; $26,955 if two people
live in the household; $33,874 if three people live in the household; $40,793 if four people live in the household; $47,712 if five

Program Description
The Head Start program (for children ages 3-5) and Early Head Start program (for pregnant women, infants, and toddlers)
promote school readiness for children in low-income families by providing comprehensive educational, health, nutritional, and
social services. Parents play a large role in the programs, both as primary educators of their children and as participants in
administering the programs locally. Both programs provide pre-literacy and literacy experiences in a multi-cultural
environment. Parents are also provided social services, including assistance with child care. Services are also available to
migrant and seasonal farmworker families.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the District of Columbia, you must be a parent or primary
caregiver responsible for a child who is too young for public school and your household's annual income before taxes must not
exceed $10,830 if one person lives in the household; $14,570 if two people live in the household; $18,310 if three people live in
the household; $22,050 if four people live in the household; $25,790 if five people live in the household; $29,530 if six people live
in the household; $33,270 if seven people live in the household; $37,010 if eight people live in the household; and $40,750 if more
than eight people live in the household. For larger households, add $3,740 for each additional person in the home.
If you do not meet these criteria, you may still qualify if you are a U.S. national, citizen or permanent resident whose financial
status is low income or very low income, who is under-employed, unemployed or about to become unemployed, facing
pregnancy, less than 19 years of age yourself, or the parent or primary caregiver for children under the age of 19 years. Other
