Program Description
The Food Stamp Program serves as the first line of defense against hunger for Utah Residents. It enables low-income families to
buy nutritious food with coupons and Electronic Benefits Transfer (EBT) cards. Food stamp recipients spend their benefits to buy
eligible food in authorized retail food stores. The Program is the cornerstone of the food assistance programs, and provides
crucial support to needy households and to those making the transition from welfare to work.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the state of Utah and fall into one of two groups: (1) those with
a current bank balance (savings and checking combined) under $2,001, or (2) those with a current bank balance (savings and
checking combined) under $3,001 who share their household with a person or persons age 60 and over, or with a person with a
disability (a child, your spouse, a parent, or yourself). For either group, you must also have an annual household income of less
than $14,079 if one person lives in the household; $18,941 if two people live in the household; $23,803 if three people live in the
household; $28,665 if four people live in the household; $33,527 if five people live in the household; $38,389 if six people live in the
household; $43,251 if seven people live in the household; or $48,113 if eight people live in the household. For larger households,
add $4,862 for each additional person in the home.

Program Description
The Utah Summer Food Service Program (SFSP) was created to ensure that children in low-income areas could continue to
receive nutritious meals during long school vacations, when they do not have access to school lunch or breakfast. The program
reimburses contractors who serve approved meals to qualifying children aged 18 and under. Additionally, contractors are
reimbursed for meals served to individuals aged 19 and over if those individuals participate in a public or nonprofit school program
and have been determined by a public educational agency to be mentally or physically handicapped.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the state of Utah, your household's annual income before
taxes must not exceed $20,036 if one person lives in the household; $26,955 if two people live in the household; $33,874 if three
people live in the household; $40,793 if four people live in the household; $47,712 if five people live in the household; $54,631 if six

Program Description
Utah Unemployment Insurance provides compensation to persons who are unemployed through no fault of their own and are able
and available for and actively seeking work.
General Program Requirements
To be eligible, a person must have worked during the first four of the last five calendar quarters with a minimum of $3100 earned in
covered employment (alternative of qualifying with at least 20 weeks work with at least $155 each week). Separation from most
recent employment must be due to reduction in force, discharge not for just cause, or quit for good cause (or not contrary to equity
and good conscience), The claimant must meet definition of being unemployed, not have disqualifying earnings (including accrued
vacation or vacation pay), be actively seeking work, and be able and available for full-time work.

Program Description
The School Breakfast Program (SBP) provides children with nutritious foods before their school day begins, thus improving their
diets and encouraging the learning process. Schools operating the SBP, report increases in test scores, decreases in
absenteeism, and an overall improvement in student behavior when children eat breakfast. Similarly, the School Lunch Program
provides nutritious free and reduced price lunches to schoolchildren. The School Breakfast and Lunch Programs are administered
by the Utah State Office of Education, Child Nutrition Programs.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the State of Utah and a parent or primary caregiver
responsible for a child(ren) who attends school (high school or under). Those who qualify must also have an annual household
income before taxes that must not exceed $26,955 if two people live in the household; $33,874 if three people live in the household;
$40,793 if four people live in the household; $47,712 if five people live in the household; $54,631 if six people live in the household;
$61,550 if seven people live in the household; $68,469 if eight people live in the household; and $75,388 if more than eight people

Program Description
The Utah Home Energy Assistance Target (HEAT) Program helps low-income households with their heating utility bills. This
program provides winter utility assistance to low-income households targeting those who are truly vulnerable - the lowest-income
households with the highest heating costs, the disabled, elderly, and families with preschool-age children. Utah received over $12
million in Federal funds in the fiscal year 2004 for the HEAT program. HEAT is not a welfare program. A family does not need to be
receiving welfare in order to qualify for this program. It is a Federal Funded Energy Assistance Program that is operating through
this office.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the state of Utah, you must need financial assistance for
home energy costs and your household's annual income before taxes must not exceed $16,245 if one person lives in the
household; $21,855 if two people live in the household; $27,465 if three people live in the household; $33,075 if four people live in
the household; $38,685 if five people live in the household; $44,295 if six people live in the household; $49,905 if seven people live in
the household; $55,515 if eight people live in the household; and $61,125 if more than eight people live in the household. For larger
households, add $5,610 for each additional person in the home.

Program Description
The Utah Children's Health Insurance Program, or CHIP, provides medical services to eligible children under the age of 19 who do
not have health insurance and do not qualify for Medicaid. Services provided under the CHIP program include: sick visits; well child
exams; prescriptions; dental; hospital care; emergency room visits; urgent care visits; eye exams, and related services. CHIP
emphasizes preventive care and there are no co-payment requirements for any preventive services (e.g., well-child checkups and
immunizations). There are some co-payments required for other services and quarterly premiums. All costs are dependent on the
family's income. CHIP is administered by the Utah Department of Health, and currently contracts with PEHP and Molina to provide
health care services. Because of limitations on funding and available slots in the program, CHIP only accepts applications during
open enrollment periods. You will need to check with CHIP for the latest information on the next open enrollment period.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of Utah, under 19 years of age, not covered by health insurance
(including Medicaid), a US national, citizen, legal alien, or permanent resident, or pregnant, and you must have an annual household
income before taxes of less than $28,000 if two people live in the household; $35,200 if three people live in the household; $42,400
if four people live in the household; $49,600 if five people live in the household; $56,800 if six people live in the household; $64,000 if
seven people live in the household; $71,200 if eight people live in the household; and $78,400 if more than eight people live in the
household. For larger households, add $7,200 for each additional person in the home. Depending on your income level, you may

Program Description
WIC is a supplemental nutrition program for Women, Infants and Children (WIC). The Utah WIC Program is committed to providing
quality nutrition and breastfeeding education to Utah families. The WIC program of Utah is administered by the Utah Department of
Health, Division of Family Services.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the State of Utah, pregnant, breastfeeding and postpartum
woman, infant or child up to 5 years of age and: (1) are individually determined by a health professional to be at nutrition risk; and,
(2) meet an income standard, or are determined automatically income eligible. A person who participates or has family members
who participate in certain other benefit programs, such as the Food Stamp Program, Medicaid or Temporary Assistance for Needy
Families, automatically meets the income eligibility requirement.

Program Description
The Special Milk Program (SMP) encourages consumption of milk by children who do not participate in other child nutrition
programs. For example, children attending split-session kindergarten who do not have access to the breakfast and lunch
programs may participate in the SMP. The SMP is also available to other private nonprofit institutions devoted to the care and
training of children. The Federal government sets a reimbursement rate annually for each half-pint of milk. This rate is always less
than the cost of the milk. Children should be charged a price equal to the difference between the reimbursement rate and the
actual cost of the milk. In some settings, milk is served free of charge to eligible children, and the reimbursement covers the full
cost.
General Program Requirements
Any child in a school or institution that participates in the Special Milk Program can get milk. Schools may elect to offer free milk to
low-income children. In order to qualify for this benefit program, you must be a resident of the State of Texas, your household's
annual income before taxes must not exceed $20,036 if one person lives in the household; $26,955 if two people live in the

Program Description
The Head Start program (for children ages 3-5) and Early Head Start program (for pregnant women, infants, and toddlers) promote
school readiness for children in low-income families by providing comprehensive educational, health, nutritional, and social
services. Parents play a large role in the programs, both as primary educators of their children and as participants in
administering the programs locally. Both programs provide pre-literacy and literacy experiences in a multi-cultural environment.
Parents are also provided social services, including assistance with childcare. Services are also available to migrant and
seasonal farm worker families.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the State of Utah, you must be a parent or primary caregiver
responsible for a child who is too young for public school and your household's annual income before taxes must not exceed
$10,830 if one person lives in the household; $14,570 if two people live in the household; $18,310 if three people live in the
household; $22,050 if four people live in the household; $25,790 if five people live in the household; $29,530 if six people live in the
household; $33,270 if seven people live in the household; $37,010 if eight people live in the household; and $40,750 if more than
eight people live in the household. For larger households, add $3,740 for each additional person in the home.

If you do not meet these criteria, you may still qualify if you are a U.S. national, citizen or permanent resident whose financial status
is low income or very low income, who is under-employed, unemployed or about to become unemployed, facing pregnancy, less
than 19 years of age yourself, or the parent or primary caregiver for children under the age of 19 years. Other qualifications may
apply.

In 1976, in response to the national energy crisis, the U.S. Department of Energy initiated the Weatherization Assistance Program.
The goal of this program is to assist low-income households, particularly the elderly and disabled, to reduce their energy
consumption. This lessens the impact of utility costs on limited household budgets and helps stimulate self-sufficiency. Since
1976 the State of Utah has implemented this program uninterrupted with minimal need for State funding support. Weatherization
coordinates efforts with many other public and private programs to improve the lives of low-income Utah residents. The Utah
Division of Community Development administers the Weatherization Assistance Program statewide through eight government and
non-profit agencies. Benefits are provided in the form of a non-cash grant to eligible households for making energy efficient
improvements to their homes. Participating households are averaging nearly 33 percent in savings (or approximately $285 per
year) after the completion of the weatherization work.
