One Week Remains To File For Disaster Unemployment Assistance

LAREDO, Texas – One week remains for Texas workers who are unemployed as a result of Hurricane Alex to apply for disaster
unemployment benefits. Continued rain and flooding after Hurricane Alex have resulted in disaster unemployment assistance for
workers in Cameron, Hidalgo, Jim Hogg, Maverick, Starr, Val Verde, Webb and Zapata counties.

The filing deadline is Tuesday, Sept. 7.

To apply, workers can file online at http://ui.texasworkforce.org or by calling a Texas Workforce Unemployment Insurance Tele-
Center at 1-800-939-6631 from 8 a.m. to 5 p.m. CDT, Monday through Friday. Individuals should specify that their applications are
related to Hurricane Alex.

Workers will need their Social Security numbers, copies of their most recent federal income tax forms or check stubs, or
documentation to support they were working or self-employed when the disaster occurred.

To receive benefits, all required documentation must be submitted within 21 days from the day the application is filed. Send mailed

FEMA Teams Offer Home Repair Advice To Rio Grande City Residents

LAREDO, Texas -- Teams of hazard mitigation specialists with the Federal Emergency Management Agency (FEMA) are available at
McCoy's Home Center in Rio Grande City.

A team will be available through Saturday, Sept. 4 from 8 a.m. to 1 p.m. From today, Wednesday, Sept.1, through Friday, Sept. 3, the
team will be available from 8 a.m. to 6 p.m.

Their aim is to provide information and answer questions residents may have about protecting their homes from future disaster
damage as well as building or rebuilding their homes safer and stronger.

The FEMA representatives may talk with survivors about mold issues, mitigation and preparedness issues including tornado
preparedness. They will also offer publications on similar topics.

Laredo Recovery Center To Close; Help Still Available

LAREDO, Texas -- The Laredo Disaster Recovery Center will end operations at 1 p.m. on Saturday, Sept. 4. The center, located at
the City of Laredo Service Center, 5512 Thomas Ave., Laredo, Texas, will be open from 10 a.m. to 6 p.m. through Friday and on the
last day of operation, Saturday, from 10 a.m. to 1 p.m.

Spanish speakers will be on hand to provide assistance to survivors.

For those who may still have disaster assistance questions after the center closes, help remains just a phone call away. Bilingual
operators at the Federal Emergency Management Agency’s (FEMA’s) Helpline — 1-800-621-FEMA (3362) or TTY 1-800-462-7585 —
are available to answer disaster aid questions and assist applicants who may want to check on the status of their applications.

Disaster survivors affected by Hurricane Alex can still register for assistance by calling the Helpline.  Lines are open daily from 7 a.
m. to 10 p.m. Residents can also register online at www.disasterassisstance.gov, where valuable recovery information is also
available.

Oct. 4, 2010, is the deadline to apply for disaster assistance.

Public Assistance Deadlines Approaching Soon

LAREDO, Texas -- Deadlines are quickly approaching for South Texas state and local agencies and certain private nonprofits that
may be eligible for federal disaster assistance to submit a Request for Public Assistance (RPA) form to the Texas Division of
Emergency Management (TDEM).

Public Assistance (PA) funds are available in 19 Texas counties as part of the federal disaster declaration for Hurricane Alex and
the flooding that followed. The main goal of the Federal Emergency Management Agency (FEMA) and state PA program is to provide
reimbursement for eligible, disaster-related expenses and restoration of eligible facilities to pre-disaster levels.

Thursday, Sept. 2 is the deadline to submit an RPA for Cameron, Hidalgo, Jim Hogg, Jim Wells, Maverick, Starr, Webb, Willacy and
Zapata counties. These areas were designated eligible for PA on Aug. 3.
Monday, Sept. 13 is the deadline for state agencies, local governments and certain private nonprofits in Cottle, Floyd, Foard, Garza,
Lamb, Lubbock, Lynn, Motley and Terry counties to submit RPAs to the state. These counties were designated eligible for federal
PA funds on Aug. 13.

Friday, Sept. 17 is the deadline for state agencies, local governments and certain private nonprofits in Dawson County to submit
RPAs to the state. Dawson County was designated eligible for federal PA funds on Aug. 17.
TDEM and FEMA have received nearly 100 RPAs from state and local governments and private nonprofits that provide critical
community services.

To apply for PA funds, eligible agencies and organizations must first submit an RPA to TDEM.  More information can be obtained by
calling TDEM at 956-718-0497.

The PA program is administered in Texas by TDEM and funded up to 75 percent by FEMA. The program reimburses local and
county governments and certain private nonprofits for expenses or damage incurred during the disaster and may cover costs for
emergency protective measures, debris removal and public facility repair or replacement costs including buildings, equipment,
utilities and other facilities.

Applicants must submit Requests for RPA to the state within 30 days of the date the area was designated part of the federal major
disaster declaration.

Disaster Crisis Counseling Available In Eight Counties

LAREDO, Texas -- Residents of eight federally declared disaster counties in Texas who suffered losses and had their lives
disrupted by Hurricane Alex and subsequent flooding will be able to get free crisis counseling to help ease their emotional stress,
disaster officials announced today.

The outreach effort will provide screening, education and counseling at the request of individuals suffering from disaster-related
pressure, worry or strain. It is not necessary to be registered with the Federal Emergency Management Agency (FEMA) to obtain
counseling. This program provides short-term crisis counseling services as well as referral services and short-term intervention
counseling.

"Disaster stress is common when people are frightened, thrust into strange new situations and forced to cope with major losses,"
said Ben Patterson, state coordinating officer for disaster recovery.  Patterson emphasized that individuals seeking help are not
mentally ill and that the grief and stress counseling provided is not professional therapy.

Patterson said anxiety in children and the elderly is a special concern in the aftermath of a major disruptive event such large-scale
flooding.

"We try to keep individuals and families from being overwhelmed by the impact of a disaster by focusing on steps to help them
regain control," said Patterson. "No one who experiences a disaster goes untouched by it."

The program is administered by the Department of State Health Services, Disaster Behavioral Health Services Branch with all
costs reimbursed by FEMA. If warranted, the state may request a longer term counseling program. The program includes
community outreach, consultation and education.

Hurricane Alex Survivors Eligible For Free Disaster Legal Services

LAREDO, Texas -- Texas residents who were impacted by Hurricane Alex and subsequent flooding can make use of free legal
assistance and counseling.

Working in cooperation with the Federal Emergency Management Agency (FEMA) and the American Bar Association/Young
Lawyers Division, the Texas Rio Grande Legal Aid attorneys are available to assist low-income applicants with legal issues and
concerns. These attorneys are available to give free legal services in a fair, nondiscriminatory and equitable way.

The Disaster Legal Services hotline is 1-800-504-7030, 24 hours/7 days a week. The kind of legal help available includes, but is not
limited to:

•Help with insurance claims (life, medical, property, etc.);
•Counseling on landlord-tenant and other housing problems;
•Assistance with home repair contracts;
•Assistance in consumer protection matters, remedies and procedures;
•Counseling on mortgage foreclosure problems;
•Replacement of wills and other important documents destroyed in a major disaster;
•Drafting of powers of attorney/estate administration; and
•Referring individuals to local or state agencies that might be of further
assistance.                                                                                                                                                                                                                                
                                                                         
Callers should be prepared to discuss particular legal problems caused by the disaster and to provide a current contact phone
number. To be eligible for this free legal assistance, they must reside in one of the eight counties designated for Individual
Assistance under the federal disaster declaration for Hurricane Alex.

Disaster Legal Services is a federally funded program run under an agreement between the American Bar Association’s Young
Lawyers Division and the Federal Emergency Management Agency (FEMA).

Legal Representatives are also available at several FEMA-State Disaster Recovery Centers (DRCs) operating throughout affected
counties.

Texas counties designated for Individual Assistance as a result of Hurricane Alex are Cameron, Hidalgo, Jim Hogg, Maverick,

Sept. 7 Deadline For Disaster Unemployment Help

LAREDO, Texas -- The Texas Workforce Commission (TWC) is accepting applications for Disaster Unemployment Assistance
(DUA) as a result of the Presidential Disaster Declaration (FEMA 1931-DR) for workers who lost their jobs and self-employed
individuals who have been unable to work due to Hurricane Alex starting June 30, 2010. Continued rain and flooding after
Hurricane Alex have resulted in disaster unemployment assistance for workers in Cameron, Hidalgo, Jim Hogg, Maverick, Starr,
Val Verde, Webb and Zapata counties. Workers can apply for benefits online, and applications for DUA must be submitted by
Tuesday, Sept. 7, 2010.

DUA is available to individuals who:

•Have applied for and used all regular unemployment benefits from any state, or do not qualify for unemployment benefits;
•Worked or were self-employed or were scheduled to begin work or self-employment in the disaster area;
•Can no longer work or perform services because of physical damage or destruction to the place of employment as a direct result
of the disaster;
•Establish that the work or self-employment they can no longer perform was their primary source of income;
•Cannot perform work or self-employment because of an injury as a direct result of the disaster; or
•Became the breadwinner or major support of a household because of the death of the head of household.
Individuals affected by Hurricane Alex should apply for benefits by logging onto ui.texasworkforce.org or by calling a TWC Tele-
Center Monday through Friday between 8 a.m. and 5 p.m. Central Standard Time at 1-800-939-6631. Individuals should specify that
their applications are related to Hurricane Alex. Applications filed after September 7, 2010 will be considered untimely, unless the
individual provides good cause for applying after the deadline.

Individuals will need their Social Security numbers, copies of their most recent federal income tax forms or check stubs, or
documentation to support they were working or self-employed when the disaster occurred.

Applicants must mail in or fax all required documentation within 21 days from the date of the DUA application. Send mailed

The Texas Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) is a nutrition program that helps
pregnant women, new mothers, and young children eat well, learn about nutrition, and stay healthy. Nutrition education and
counseling, nutritious foods, and assistance with access to health care are provided to low-income women, infants, and children
through the Special Supplemental Nutrition Program, popularly known as WIC.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the state of Texas, pregnant, breastfeeding and postpartum
woman, infant or child up to five years of age and: (1) are individually determined by a health professional to be at nutrition risk;
and, (2) meet an income standard, or are determined automatically income eligible. A person who participates or has family
members who participate in certain other benefit programs, such as the Food Stamp Program, Medicaid or Temporary Assistance
for Needy Families, automatically meets the income eligibility requirement.

Program Description
The CEAP addresses the needs of the Texas household in developing goals for self-sufficiency through case management,
education and a co-payment utility plan (which financially assists with up to 12 months of utility bills). It provides relief to those low
income elderly and/or disabled households most vulnerable to the high cost of energy for home heating and cooling from
fluctuations in energy costs by providing financial assistance, paying up to 4 of the highest bills during the year. Furthermore, it
provides assistance in an energy-related crisis or during severe weather or supply shortages. Finally, CEAP can replace, repair
and/or retrofit inefficient heating and/or cooling systems for eligible applicants.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the state of Texas, you must need financial assistance for
home energy costs and your household's annual income before taxes must not exceed $21,660 if one person lives in the
household; $29,140 if two people live in the household; $36,620 if three people live in the household; $44,100 if four people live in
the household; $51,580 if five people live in the household; $59,060 if six people live in the household; $66,540 if seven people live in
the household; and $74,020 if eight people live in the household. For larger households, add $7,480 for each additional person in
the home.

Program Description
Many Texans have trouble making ends meet each month. After paying for rent, utilities, transportation, and child care, there's
often little left over to buy nutritious food. But it doesn't have to be that way. Each month, hundreds of thousands of families across
the state turn to the Texas Department of Human Services (DHS) to receive help in the form of food stamps to help feed their
families. Read on to learn how you can receive help if you qualify.

The Food Stamp program is a Federally funded program that helps low-income families buy nutritious food from local food stores.
Food stamp assistance is available to qualifying families, elderly people, and single adults. Applicants must reside in Texas, and
must apply in the county in which they reside.

The United States Department of Agriculture (USDA) establishes all eligibility and certification policies. Your eligibility for benefits
will depend on your situation on the following criteria:
1. Residence
2. Citizenship
3. Employment Services
4. Work Requirement (for individuals age 18-50)
5. Resources
6. Income
7. Social Security Numbers

While GovBenefits.gov has the ability to pre-screen your eligibility at a high-level, you must work with your local county Department
of Human Services (DHS) office to confirm your eligibility. To do this, you will need to apply for benefits and participate in an in
person/by phone interview.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the State of Texas and fall into one of two groups: (1) those
with a current bank balance (savings and checking combined) under $2,001, or (2) those with a current bank balance (savings and

Program Description
The Texas Department of Agriculture Food and Nutrition Division administers the National School Lunch (NSLP) and School
Breakfast Programs (SBP) for Public Schools. The goal of the NSLP and SBP is to safeguard the health and well being of school
children by establishing good eating habits through the availability of adequate food. Public and nonprofit schools, residential child
care institutions, juvenile correctional institutions, and boarding schools may participate in these programs.

Program Description
The TexCare Children's Health Insurance Program (CHIP) is designed for families who earn too much money to qualify for Medicaid
health care, yet cannot afford to buy private insurance. The parents in some of these families have jobs that do not offer health
insurance for children. Other parents' jobs offer health insurance, but the insurance is so expensive that families cannot afford it.

TexCare offers additional children's health insurance programs through Medicaid, which is provided at no cost to qualifying
children, and the State Kids Insurance Program - SKIP. If you are a state employee, you may qualify for an insurance supplement
for your dependent children under age 19. Your SKIP supplement will be covered through your state insurance program.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of Texas, under 19 years of age, not covered by health
insurance (including Medicaid), a US national, citizen, legal alien, or permanent resident, and you must have an annual household
income before taxes of less than $29,140 if two people live in the household; $36,620 if three people live in the household; $44,100
if four people live in the household; $51,580 if five people live in the household; $59,060 if six people live in the household; $66,540 if
seven people live in the household; $74,020 if eight people live in the household; and $81,500 if more than eight people live in the
household. For larger households, add $7,480 for each additional person in the home. Depending on your income level, you may

Program Description
The Head Start program (for children ages 3-5) and Early Head Start program (for pregnant women, infants, and toddlers) promote
school readiness for children in low-income families by providing comprehensive educational, health, nutritional, and social
services. Parents play a large role in the programs, both as primary educators of their children and as participants in
administering the programs locally. Both programs provide pre-literacy and literacy experiences in a multi-cultural environment.
Parents are also provided social services, including assistance with childcare. Services are also available to migrant and
seasonal farm worker families.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the State of Texas, you must be a parent or primary caregiver
responsible for a child who is too young for public school and your household's annual income before taxes must not exceed
$10,830 if one person lives in the household; $14,570 if two people live in the household; $18,310 if three people live in the
household; $22,050 if four people live in the household; $25,790 if five people live in the household; $29,530 if six people live in the
household; $33,270 if seven people live in the household; $37,010 if eight people live in the household; and $40,750 if more than
eight people live in the household. For larger households, add $3,740 for each additional person in the home.

If you do not meet these criteria, you may still qualify if you are a U.S. national, citizen or permanent resident whose financial status
is low income or very low income, who is under-employed, unemployed or about to become unemployed, facing pregnancy, less
than 19 years of age yourself, or the parent or primary caregiver for children under the age of 19 years. Other qualifications may

The Texas Weatherization Assistance Program (WAP) provides funds to the States to assist with the weatherization of the homes
of low-income elderly and disabled adults and families. The program is administered through contracts with an established
network of 19 non-profit agencies and local governments experienced in providing weatherization services. WAP services are
available in all 95 counties. Applicants must meet low-income eligibility guidelines based on established Federal poverty
guidelines. Activities include: insulation, storm windows, caulking, and other related activities to reduce home energy costs and
increase home energy efficiency.
