Program Description
The Department of Human Services' Rhode Island Works Program offers temporary cash assistance, health coverage, child care
assistance, and help finding job training or a job. This program is available for pregnant women and adults with children under age
18 (or under age 19 if child is a full-time student). Since the goal of the program has always been to encourage families to get into
the workforce and become more self-sufficient, those who are working or are involved in some type of job training, and fall into a
certain income bracket may still qualify for some cash assistance and other important benefits including health care coverage,
child care subsidies and food assistance. Services are available statewide. The Rhode Island Works used to be called the Family
Independence Program (FIP).
General Program Requirements
In order to qualify for this benefit program, you must be a resident of Rhode Island, either pregnant or responsible for a child under
19 years of age, a U.S. national, citizen, legal alien, or permanent resident, have low or very low income, and be either under-
employed (working for very low wages), unemployed or about to become unemployed.

Program Description
RIte Care is Rhode Island's Medicaid managed care program that provides families on the Family Independence Program and
eligible uninsured pregnant women, parents, and children up to age 19 with comprehensive health insurance coverage.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of Rhode Island, under 19 years of age or be a primary care giver
with a child under the age of 19 or be pregnant, not covered by health insurance (including Medicaid), a US national, citizen, legal
alien, or permanent resident, and you must have an annual household income before taxes of less than $27,075 if one person lives
in the household; $36,425 if two people live in the household; $45,775 if three people live in the household; $55,125 if four people
live in the household; $64,475 if five people live in the household; $73,825 if six people live in the household; $83,175 if seven people
live in the household; $92,525 if eight people live in the household. For larger households, add $9,350 for each additional person in
the home. Depending on your income level, you may have to pay a premium for coverage. Please see this state's program

Program Description
The Rhode Island Low Income Home Energy Assistance Program (LIHEAP) is a Federally funded program through the U.S.
Department of Health and Human Services. LIHEAP is an assistance program designed to help low income households with home
heating costs.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the state of Rhode Island, you must need financial assistance
for home energy costs and your household's annual income before taxes must not exceed $25,971 if one person lives in the
household; $33,962 if two people live in the household; $41,953 if three people live in the household; $49,945 if four people live in
the household; $57,936 if five people live in the household; $65,927 if six people live in the household; $67,426 if seven people live in
the household, or $68,924 if eight people live in the household. For larger households, add $1,497 for each additional person in the
home.

Program Description
The Department of Human Services (DHS) Supplemental Nutrition Assistance Program (SNAP) helps single adults, couples,
children and families, who may be working but are still struggling financially, to buy food and provide nutritional meals for
themselves. The program, the largest food and nutrition support program in the state, is a partnership between the Federal
Government and the state. The Federal Government pays the full cost of an individual's SNAP benefits and approximately half of the
state's cost to administer the program. Like several other DHS programs, adults qualify to receive SNAP benefits based on their
income, the resources they have and the number of individuals in their household. SNAP is an important part of the services
offered by DHS, but individuals do not need to be participating in other DHS programs, including the Family Independence Program,
to receive SNAP benefits. They can be unemployed, working, preparing for work, or receiving a pension to qualify for SNAP
benefits. Homeless individuals can also qualify to receive SNAP benefits. Additional eligibility criteria will also be taken into
consideration including the amount of resources an individual/household owns (e.g., cash, stocks, bonds, checking/savings
accounts, automobiles, etc.) before eligibility is determined.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the State of Rhode Island and fall into one of two groups: (1)
those with a current bank balance (savings and checking combined) under $2,001, or (2) those with a current bank balance
(savings and checking combined) under $3,001 who share their household with a person or persons age 60 and over, or with a
person with a disability (a child, your spouse, a parent, or yourself). For either group, you must also have an annual household
income of less than $14,079 if one person lives in the household; $18,941 if two people live in the household; $23,803 if three
people live in the household; $28,665 if four people live in the household; $33,527 if five people live in the household; $38,389 if six
people live in the household; $43,251 if seven people live in the household; or $48,113 if eight people live in the household. For
larger households, add $4,862 for each additional person in the home.

Program Description
In Rhode Island, the Rhode Island Department of Education (RIDE) program provides nutritious, low-cost or free lunches to an
average of about 50,000 children daily and breakfasts to 7,000 children daily. Schools that take part in the lunch program get cash
subsidies and donated commodities from USDA. Program participants include public school districts, private schools, special
needs citizen centers, residential child care institutions, and State schools. All public schools in Rhode Island are mandated by
State law to provide breakfast and lunch.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the State of Rhode Island and a parent or primary caregiver
responsible for a child(ren) who attends school (high school or under). Those who qualify must also have an annual household
income before taxes that must not exceed $26,955 if two people live in the household; $33,874 if three people live in the household;
$40,793 if four people live in the household; $47,712 if five people live in the household; $54,631 if six people live in the household;
$61,550 if seven people live in the household; $68,469 if eight people live in the household; and $75,388 if more than eight people
live in the household. For larger households, add $6,919 for each additional person in the home.

Program Description
The WIC Program provides supplemental foods, nutrition education and referrals to health care, at no cost, to low-income
pregnant, breastfeeding and postpartum women, infants, and children up to age 5 who are determined to be at nutritional risk. To
be fully eligible for the WIC Program, applicants must be determined by a health professional, at no cost, to be at nutritional risk (i.
e., have certain medical-based or diet-based risk conditions).
The WIC program of Rhode Island is administered by the Rhode Island Department of Health, Division of Family Health.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the State of Rhode Island, pregnant, breastfeeding and
postpartum woman, infant or child up to 5 years of age and: (1) are individually determined by a health professional to be at
nutrition risk; and, (2) meet an income standard, or are determined automatically income eligible. A person who participates or has
family members who participate in certain other benefit programs, such as the Food Stamp Program, Medicaid or Temporary
Assistance for Needy Families, automatically meets the income eligibility requirement.

Program Description
The Special Milk Program encourages the consumption of milk by children in public and private nonprofit schools, and in nonprofit
residential or non-residential childcare institutions, provided they do not also participate in other Federal meal service programs.
However, schools in the National School Lunch or School Breakfast Programs which operate split-session pre-kindergarten and
kindergarten programs may participate in the Special Milk Program to provide milk to children in those programs who do not have
access to the lunch or breakfast programs.
General Program Requirements
Any child in a school or institution that participates in the Special Milk Program can get milk. Schools may elect to offer free milk to
low-income children. In order to qualify for this benefit program, you must be a resident of the State of Rhode Island, your
household's annual income before taxes must not exceed $20,036 if one person lives in the household; $26,955 if two people live

Program Description
The Head Start program (for children ages 3-5) and Early Head Start program (for pregnant women, infants, and toddlers) promote
school readiness for children in low-income families by providing comprehensive educational, health, nutritional, and social
services. Parents play a large role in the programs, both as primary educators of their children and as participants in
administering the programs locally. Both programs provide pre-literacy and literacy experiences in a multi-cultural environment.
Parents are also provided social services, including assistance with childcare. Services are also available to migrant and
seasonal farm worker families.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the State of Rhode Island, you must be a parent or primary
caregiver responsible for a child who is too young for public school and your household's annual income before taxes must not
exceed $10,830 if one person lives in the household; $14,570 if two people live in the household; $18,310 if three people live in the
household; $22,050 if four people live in the household; $25,790 if five people live in the household; $29,530 if six people live in the
household; $33,270 if seven people live in the household; $37,010 if eight people live in the household; and $40,750 if more than
eight people live in the household. For larger households, add $3,740 for each additional person in the home.
If you do not meet these criteria, you may still qualify if you are a U.S. national, citizen or permanent resident whose financial status
is low income or very low income, who is under-employed, unemployed or about to become unemployed, facing pregnancy, less
than 19 years of age yourself, or the parent or primary caregiver for children under the age of 19 years. Other qualifications may

DOE's Weatherization Assistance Program (WAP) is the nation's largest residential energy efficiency program. Its mission is to
insulate the dwellings of low-income persons, particularly the elderly, persons with disabilities, families with children, high
residential energy users, and households with a high energy burden, in order to conserve needed energy and to aid those persons
least able to afford higher utility costs.
