The Oklahoma Department of Human Services, in cooperation with the Federal government, provides seasonal assistance to low-
income households to assist with winter heating bills, and to provide help for some families who have received utility cut-off
notices.

General Program Requirements
In order to qualify for this benefit program, you must be a resident of Oklahoma. The Low Income Home Energy Assistance
Program (LIHEAP) is comprised of four components: Winter heating Assistance, energy crisis assistance, summer cooling and
weatherization (administered by the Oklahoma Department of Commerce). LIHEAP is federally funded and benefits available are
based on federal funding each year. The maximum income standards are updated each year on October 1 using federal
guidelines. The current maximum annual income standards by household size before taxes must not exceed $14,079 if one
person lives in the household; $18,941 if two people live in the household; $23,803 if three people live in the household; $28,665 if
four people live in the household; $33,527 if five people live in the household; $38,389 if six people live in the household; $43,251 if
seven people live in the household; and $48,113 if eight people live in the household. For larger households, add $4,862 for each
additional person in the home.

Program Description
The objectives of the National School Lunch Program are to make available to all students enrolled in schools and institutions a
nutritionally adequate meal during a period designated as the lunch period. The purposes of the School Breakfast Program are to
make breakfast available in schools for students who for various reasons come to school without an adequate breakfast and to
increase the number of school breakfast programs by continuing to notify all non-breakfast-program schools of the program. Both
programs are administered by the Child Nutrition Office of the Oklahoma Department of Education.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the State of Oklahoma and a parent or primary caregiver
responsible for a child(ren) who attends school (high school or under). Those who qualify must also have an annual household
income before taxes that must not exceed $26,955 if two people live in the household; $33,874 if three people live in the household;
$40,793 if four people live in the household; $47,712 if five people live in the household; $54,631 if six people live in the household;
$61,550 if seven people live in the household; $68,469 if eight people live in the household; and $75,388 if more than eight people
live in the household. For larger households, add $6,919 for each additional person in the home.

Program Description
The Food Stamp Program is nationally cited as the "nutrition safety net of the nation". In Oklahoma, food benefits are issued to
more than 400,000 adults and children each month. The purpose of the Food Stamp Program is to raise nutritional levels of low
income households causing an improvement in the general health of the nation as a whole. The Food Stamp Program makes
available the same food choices to all persons in an effort to meet a variety of individual needs. Nutrition education is also available
and is personalized to meet specific needs of each household.

Eligibility for food stamp benefits is based on need. This means the amount of food benefits is based on the number of people in the
household and the amount of income and resources available to the households. The following information will be requested
during the application process:

1. Names and social security numbers for all household members
2. Income (both earned and unearned) of all household members
3. Resource information for all household members, such as ownership of vehicles, property, checking accounts, savings
accounts, stocks, bonds, etc.
4. Shelter expense, such as rent or mortgage payments
5. Utility expenses, such as electric, gas, water and garbage, etc.
6. Medical expenses if there is a disabled member of the household or a member over the age of 65
7. Child support obligations
8. Child Care expenses You and your family may be eligible for benefits. You will need to work with your local county Oklahoma
Department of Human Services (OKDHS) office to be sure."
General Program Requirements
In order to qualify for this benefit program, you must be a resident of Oklahoma. The Food Stamp Program has both an income and
resource test for each household applying for benefits. The maximum income standards are updated each year on October 1
using federal guidelines. The current yearly maximum income and resource standards by household size are: $13,284 for a 1
person household; $17,808 for a 2 person household; $22,332 for a 3 person household; $26,856 for a 4 person household; $31,380
for a 5 person household; $35,904 for a 6 person household; $40,428 for a 7 person household; and $44,952 for an 8 person
household. For each person over 8, add $3,746 to the maximum gross income for 8 persons. The current resource maximum
standards are: $3,000 in countable resources for households with a member age 60 or older, or disabled person of any age;
$2,000 in countable resources for other households. Countable resources include liquid resources such as cash on hand, money
in checking and savings accounts, stocks, bonds, CDs; non-liquid resources such as land, buildings, personal property (not
household goods).

Program Description
The State Children's Health Insurance Program, also known as SCHIP, provides health care coverage for uninsured infants,
children and teen-agers in Oklahoma. Oklahoma and every state in the nation have this program. Your child is eligible for SCHIP if
your family income meets a certain Federal guideline based on a higher income bracket than the traditional Medicaid program. For
example, a family of 3 could make up to $2,353 a month for a child to qualify for SCHIP. To be eligible for the program, your child
also must: be under the age of 19, not be eligible for Medicaid under eligibility rules in effect before November 1997. Uninsured
children who meet previous eligibility standards must be enrolled in Medicaid, not SCHIP. The State Children's Health Insurance
Program pays for your child's: doctor appointments, prescription medicines, hospital stays, and other health care services.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of Oklahoma, under 19 years of age, not covered by health
insurance (including Medicaid), a US national, citizen, legal alien, or permanent resident, and you must have an annual household
income before taxes of less than $26,955 if two people live in the household; $33,874 if three people live in the household; $40,793
if four people live in the household; $47,712 if five people live in the household; $54,631 if six people live in the household; $62,382 if
seven people live in the household; $68,469 if eight people live in the household; and $75,388 if more than eight people live in the
household. For larger households, add $6,919 for each additional person in the home. Depending on your income level, you may

Program Description
The WIC Program provides supplemental foods, nutrition education and referrals to health care, at no cost, to low-income
pregnant, breastfeeding and postpartum women, infants, and children up to age 5 who are determined to be at nutritional risk. To
be fully eligible for the WIC Program, applicants must be determined by a health professional, at no cost, to be at nutritional risk (i.
e., have certain medical-based or diet-based risk conditions). The WIC program of Oklahoma is administered by the Oklahoma
State Department of Health.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the State of Oklahoma, pregnant, breastfeeding and
postpartum woman, infant or child up to 5 years of age and: (1) are individually determined by a health professional to be at
nutrition risk; and, (2) meet an income standard, or are determined automatically income eligible. A person who participates or has
family members who participate in certain other benefit programs, such as the Food Stamp Program, Medicaid or Temporary
Assistance for Needy Families, automatically meets the income eligibility requirement.

Program Description
Unemployment insurance benefits provide temporary financial assistance to workers unemployed through no fault of their own
that meet Oklahoma's eligibility requirements.
General Program Requirements
In order to qualify for this benefit program, you must have worked in Oklahoma during the past 12 to 18 months and have earned at
least a minimum amount of wages as determined by our guidelines. You must also be able to work and available for work each
week that you are collecting benefits.

Program Description
The Special Milk Program (SMP) provides milk to children in schools and childcare institutions who do not participate in other
Federal meal service programs. The program reimburses schools for the milk they serve. Schools in the National School Lunch or
School Breakfast Programs may also participate in SMP to provide milk to children in half-day pre-kindergarten and kindergarten
programs where children do not have access to the school meal programs.
General Program Requirements
Any child in a school or institution that participates in the Special Milk Program can get milk. Schools may elect to offer free milk to
low-income children. In order to qualify for this benefit program, you must be a resident of the State of Oklahoma, your household's
annual income before taxes must not exceed $20,036 if one person lives in the household; $26,955 if two people live in the

Program Description
The Head Start program (for children ages 3-5) and Early Head Start program (for pregnant women, infants, and toddlers) promote
school readiness for children in low-income families by providing comprehensive educational, health, nutritional, and social
services. Parents play a large role in the programs, both as primary educators of their children and as participants in
administering the programs locally. Both programs provide pre-literacy and literacy experiences in a multi-cultural environment.
Parents are also provided social services, including assistance with childcare. Services are also available to migrant and
seasonal farm worker families.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the State of Oklahoma, you must be a parent or primary
caregiver responsible for a child who is too young for public school and your household's annual income before taxes must not
exceed $10,830 if one person lives in the household; $14,570 if two people live in the household; $18,310 if three people live in the
household; $22,050 if four people live in the household; $25,790 if five people live in the household; $29,530 if six people live in the
household; $33,270 if seven people live in the household; $37,010 if eight people live in the household; and $40,750 if more than
eight people live in the household. For larger households, add $3,740 for each additional person in the home.

If you do not meet these criteria, you may still qualify if you are a U.S. national, citizen or permanent resident whose financial status
is low income or very low income, who is under-employed, unemployed or about to become unemployed, facing pregnancy, less
than 19 years of age yourself, or the parent or primary caregiver for children under the age of 19 years. Other qualifications may
apply.

DOE's Weatherization Assistance Program is the nation's largest residential energy efficiency program. Its mission is to insulate
the dwellings of low-income persons, particularly the elderly, persons with disabilities, families with children, high residential
energy users, and households with a high energy burden, in order to conserve needed energy and to aid those persons least able
to afford higher utility costs.
