Program Description
The Food Stamp Program promotes the general welfare and safeguards the health and well being of low income North Dakotans.
Food stamp benefits are provided to supplement an individual or a family's food budget. The amount of benefits a household
receives is based on its size and income. An average of $2.4 million dollars per month is issued in food stamp benefits in the state
of North Dakota. Food stamp recipients are given a plastic debit card (Dakota EBT card). The store cashier runs the debit card
through a point-of-sale device to subtract the recipient's purchase amount from their allotted benefits. North Dakota's Food Stamp
Program operates under the requirements of the U.S. Department of Agriculture.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the State of North Dakota and fall into one of two groups: (1)
those with a current bank balance (savings and checking combined) under $2,001, or (2) those with a current bank balance
(savings and checking combined) under $3,001 who share their household with a person or persons age 60 and over, or with a
person with a disability (a child, your spouse, a parent, or yourself). For either group, you must also have an annual household
income of less than $13,284 if one person lives in the household; $17,808 if two people live in the household; $22,332 if three people
live in the household; $26,856 if four people live in the household; $31,380 if five people live in the household; $35,904 if six people
live in the household; $40,428 if seven people live in the household; or $44,952 if more than seven people live in the household.

Program Description
The National School Lunch Program provides nutritious lunches and opportunities to practice making healthy choices. The School
Breakfast Program (SBP) is structured similar to the National School Lunch Program. The School Breakfast Meal Patterns are
established by USDA. These guidelines must be followed for the meals to be reimbursable.
The School Breakfast and Lunch Programs are administered by North Dakota's Department of Public Instruction.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the State of North Dakota and a parent or primary caregiver
responsible for a child(ren) who attends school (high school or under). Those who qualify must also have an annual household
income before taxes that must not exceed $26,955 if two people live in the household; $33,874 if three people live in the household;
$40,793 if four people live in the household; $47,712 if five people live in the household; $54,631 if six people live in the household;
$61,550 if seven people live in the household; and $68,469 if eight people live in the household. For larger households, add $6,919
for each additional person in the home.

Program Description
The North Dakota Low Income Home Energy Assistance Program (LIHEAP) helps eligible individuals and families with heating and
insulation related costs in the winter, and cooling costs in the summer. Last year about 14,200 low-income households in North
Dakota participated in the state program, and individual tribal LIHEAP programs served tribal members living on reservations in the
state.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the state of North Dakota, you must need financial assistance
for home energy costs and your household's annual income before taxes must not exceed $21,079 if one person lives in the
household; $27,564 if two people live in the household; $34,050 if three people live in the household; $40,536 if four people live in the
household; $47,022 if five people live in the household; $53,508 if six people live in the household, or $54,724 if seven people live in
the household; and $55,940 if more than eight people live in the household. For larger households, add $1,216 for each additional
person in the home.

Program Description
The Healthy Steps insurance program is intended to meet the needs of working families in North Dakota, who cannot afford health
insurance coverage for their children and yet earn too much to qualify for Medicaid. Coverage is available for uninsured children
age 18 or younger that live in families with qualifying incomes. Persons who are 18 or under and live on their own may also apply.
To qualify, a family's NET income (after subtracting childcare costs and payroll taxes such as social security tax, Medicare tax, and
income tax) must be greater than the Medicaid level, but cannot exceed 140% of the Federal poverty level. We have used a gross
income test (total income before taxes) on GovBenefits.gov because this is a good indicator of potential eligibility. However, you
must apply for benefits to know for sure whether or not you will qualify for this program.

WIC is the Special Supplemental Nutrition Program for Women, Infants and Children. WIC is a program for pregnant and
breastfeeding women, infants, and children under 5 years and is available in all counties in North Dakota. WIC offers healthy food
for proper growth and development and helps families choose healthier ways of eating. The North Dakota WIC program is
administered by North Dakota Department of Health, Division of Maternal and Child Health.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the State of North Dakota, pregnant, breastfeeding and
postpartum woman, infant or child up to 5 years of age and: (1) are individually determined by a health professional to be at nutrition
risk; and, (2) meet an income standard, or are determined automatically income eligible. A person who participates or has family
members who participate in certain other benefit programs, such as the Food Stamp Program, Medicaid or Temporary Assistance
for Needy Families, automatically meets the income eligibility requirement.

The Special Milk Program provides milk to children in schools, childcare institutions, and eligible camps that do not participate in
other Federal child nutrition meal service programs. Schools that participate in the National School Lunch or School Breakfast
Programs, can participate in the Special Milk Program for half-day kindergarten and pre-kindergarten children who do not have
access to a school meals program. The program reimburses schools and institutions for the milk they serve.
General Program Requirements
Any child in a school or institution that participates in the Special Milk Program can get milk. Schools may elect to offer free milk to
low-income children. In order to qualify for this benefit program, you must be a resident of the State of North Dakota, your
household's annual income before taxes must not exceed $20,036 if one person lives in the household; $26,955 if two people live in

Program Description
The Head Start program (for children ages 3-5) and Early Head Start program (for pregnant women, infants, and toddlers) promote
school readiness for children in low-income families by providing comprehensive educational, health, nutritional, and social
services. Parents play a large role in the programs, both as primary educators of their children and as participants in administering
the programs locally. Both programs provide pre-literacy and literacy experiences in a multi-cultural environment. Parents are also
provided social services, including assistance with childcare. Services are also available to migrant and seasonal farm worker
families.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the State of North Dakota, you must be a parent or primary
caregiver responsible for a child who is too young for public school and your household's annual income before taxes must not
exceed $10,830 if one person lives in the household; $14,570 if two people live in the household; $18,310 if three people live in the
household; $22,050 if four people live in the household; $25,790 if five people live in the household; $29,530 if six people live in the
household; $33,270 if seven people live in the household; $37,010 if eight people live in the household; and $40,750 if more than
eight people live in the household. For larger households, add $3,740 for each additional person in the home.
If you do not meet these criteria, you may still qualify if you are a U.S. national, citizen or permanent resident whose financial status
is low income or very low income, who is under-employed, unemployed or about to become unemployed, facing pregnancy, less
than 19 years of age yourself, or the parent or primary caregiver for children under the age of 19 years. Other qualifications may

Ronald Reagan Minuteman Missile Site opens in Cooperstown
Step back into the Cold War years at North Dakota's newest state historic site. Oscar-Zero and November-33 make up the Ronald
Reagan Minuteman Missile State Historic Site, near Cooperstown. These are the last remains of a 6,500-square mile area which
housed intercontinental ballistic missile launch sites.
Guests at Oscar-Zero are given tours topside with an option of going down the elevator shaft to the underground Launch Control
Equipment Building and Launch Control Center: "the front-lines of the United States' strategy of nuclear deterrence." There is really
no place left off-limits; visitors can go behind the doors and see the equipment that would activate the missiles, if the Cold War had
ever gotten to that point.
At November-33, visitors can see the door that protected a missile at one point, the security fence, electronic security system, and
ventilation systems that helped things run smoother at the facility. What's even more captivating is that guests will see November-
33 exactly as it was when active.

A Day's Worth of Earth
Mandaree has an Earthlodge exhibit where you can immerse yourself in American Indian culture. See history come alive in a sweat
lodge demonstration, a traditional garden and meal and authentic arrowhead collections from the area.

Where Sitting Bull lives on
Legendary Hunkpapa Chief Sitting Bull was buried at Fort Yates. See his burial site, along with other historical attractions on
Standing Rock Reservation. Standing Rock Tourism has put together a historic tour that includes traditional food, dancing and
song, native arts and crafts, birding and nature tourism, walking or hiking trails. Every tour is based on a different theme, catered to
the visitor's interest.
Tours are available every day from 9 a.m. to 8 p.m., but reservations are required. They last 2-4 hours. The estimated price is $25,

New Antique Shops Opening in Valley City
Two new antique shops are opening this month in Valley City - adding to the city's abundance of specialty shops that feature
antiques, local artists, quilting supplies and unique dining. Spring flooding temporarily closed the unique Rosebud Visitor Center in
Valley City this spring. But the center, with its railroad history displays and 1881 Northern Pacific Superintendent's Railcar, has
reopened! Hours are 8 a.m.-5 p.m., Monday-Friday and 10 a.m.-5 p.m. Saturdays and Sundays.

Got Passport?
Starting June 1, a U.S. law takes full effect, requiring travelers to present a passport or other approved document when entering or
returning to the United States. Approved travel documents include passport, U.S. passport card, enhanced driver's license and/or

Best of the Road
Noted map maker Rand McNally recommends a unique Winnipeg-to-Bismarck route in its 2010 road atlas with three North Dakota
attractions called "must-see" destinations. The International Peace Garden, Dunseith; North Dakota Heritage Center, Bismarck; and
Five Nations Arts, Mandan, were all named Best of the Road. Fort Abraham Lincoln State Park also was noted as one of the "More
Great Stops."

The Enchanted Highway, a 32-mile route between Exit 72 off Interstate 94 and the town of Regent, has been highlighted by USA
Today and NBC News as one of the nation's fun and free things to do. The Enchanted Highway is lined with seven giant metal
sculptures. It's been named the 2009 North Dakota Attraction of the Year.

Massive spring flooding affected much of North Dakota this spring, but visitors won't see many lingering effects of the high water.

Looking for unique antiques? Then head to Valley City. Antique businesses are open! Unfortunately, the Rosebud Visitor Center in
Valley City won't be open this season, and the City of Bridges tour there will also be closed as bridges are repaired. These
attractions will be back and better-than-ever in 2010.

Water Levels
All this talk of water has travelers wondering about those giant North Dakota lakes. After years of drought, Lake Sakakawea has
been revitalized! The big lake has risen 23 feet higher than it was at this time last year. Devils Lake also is brimming with water and
activity. There has been an increase in campground reservations at both lakes. If you're planning a trip - plan early.

Medicaid is a program designed to assist individuals and families who do not have health insurance, or who have health insurance
that does not cover all of the individual's or family's medical needs. Medicaid eligibility is based on income, and in some cases,
assets. It provides comprehensive health coverage, as well as assistance with Medicare premiums, coinsurance and deductibles.
Coverage may begin up to three months prior to the month of application. Medicaid benefits are extended to the elderly, blind or
disabled individuals, pregnant women, children to the age of 21 years, and parents of eligible children.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the State of North Dakota, a US national, citizen or permanent
resident in need of health care/insurance assistance, whose financial situation would be characterized as low income or very low
income (or have high or very high medical expenses). You must also be either pregnant, have a household member with a disability,
or be responsible for children under 21 years of age. Adults age 65 and older may also qualify.

Don't Forget: Make Online Reservations
Online campsite and cabin reservations for North Dakota's state parks may now be made online.
Annual park entrance permits may also be ordered online or by calling 1-800-807-4723. Camping reservations may be made up to
90 days in advance of arrival; cabin reservations accepted one year in advance.
Use Care with Fire
The North Dakota Forest Service is reporting a high fire danger in North Dakota. Here are a couple of fire tips to prepare you for
upcoming outdoor adventures:
1. Check to see if the park, county or other authorities have implemented burning restrictions.
2. Keep tabs on the weather forecast for your stay.
3. Check the fire index.
4. If you start a fire, never leave it unless it is cold to the touch.
5. Know how to report a fire:
Be aware of your surroundings so you can give an accurate location.
Give an approximate size and description of any structures that may be threatened.
Stay on the line to help give further information.
Report any suspicious vehicles and activities.

Cross Ranch State Park
Located along seven miles of the last free-flowing, undeveloped stretches of the Missouri River, North Dakota's Cross Ranch
Centennial State Park is rich in both cultural and natural history.
The park is purposely left primitive to preserve the land's natural beauty. The River Peoples Visitor Center has displays and
information about the once mighty Missouri River, which has now been tamed through a series of major dams and reservoirs along
its length.
A boat ramp is available for those wishing to explore this scenic segment of the river, while anglers will find walleye, pike and bass
in its waters. Canoe rentals are also available.
An extensive trail system can be explored either on foot or on cross country skis during the winter months. During the summer, the
trails allow access to a 5,000-acre dedicated nature preserve where mixed grass prairie, river bottom forests and woody draws
can be seen.
A back country area is open for those wishing to hike to their camping spot.
Location
Cross Ranch State Park is located 12 miles southeast of Hensler via paved roads, or 6 miles by gravel. For paved access roads
follow the brown park directional signs located on Hwy. 200 or Hwy. 25.
Fees
Entrance fee—$5/day per vehicle or $25 annual vehicle permit
Camping—Main campground (no electrical, showers at Visitor Center)-$10/night. Sanger Campground (vault toilet only) electrical
site-$12 night; primitive site-$10/night. Electrical sites in Sanger Campground are about 35 ft. long and restricted to use by small
RVs only, due to the difficulty larger RVs may have in turning around.
Log Cabins—$65/night
