Program Description
The Food Stamp Program is a Federal program that provides a monthly allotment of Food Stamp benefits issued via Electronic
Benefit Transfer cards (like ATM cards, they are called EBT cards). The Food Stamp Program is an entitlement program; so all
eligible individuals and households can receive assistance. Food Stamp benefits may be used to purchase most foods at
participating stores. They may not be used to purchase tobacco, pet food, paper products, soap products, or alcoholic beverages.
Applications are taken at county Departments of Social Services in the county in which the household resides. Some counties have
Food Stamp outreach offices as well. Persons who live in households consisting only of SSI (Supplemental Security Income)
applicants or recipients may apply for Food Stamp benefits at the Social Security Administration Office. Eligible households must
be given the opportunity to receive Food Stamp benefits no later than thirty days from the date of application. Individuals with
special circumstances must be given an opportunity to receive Food Stamp benefits no later than seven days from the date of
application.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the State of North Carolina and fall into one of two groups: (1)
those with a current bank balance (savings and checking combined) under $2,001, or (2) those with a current bank balance
(savings and checking combined) under $3,001 who share their household with a person or persons age 60 and over, or with a
person with a disability (a child, your spouse, a parent, or yourself). For either group, you must also have an annual household
income of less than $13,284 if one person lives in the household; $17,808 if two people live in the household; $22,332 if three people
live in the household; $26,856 if four people live in the household; $31,380 if five people live in the household; $35,904 if six people
live in the household; $40,428 if seven people live in the household; or $44,952 if more than seven people live in the household.

Program Description
The School Breakfast Program provides funding that makes it possible for schools to offer a nutritious breakfast to students each
day. Similarly, the goal of the National School Lunch Program (NSLP) is to protect the health and well-being of the nation's children
by providing nutritious school meals every day. NSLP provides funding that makes it possible for schools to offer a nutritious
school lunch. Schools receive Federal funds for each breakfast and lunch served, provided that the meal meets established
nutrition standards.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the State of North Carolina and a parent or primary caregiver
responsible for a child(ren) who attends school (high school or under). Those who qualify must also have an annual household
income before taxes that must not exceed $26,955 if two people live in the household; $33,874 if three people live in the household;
$40,793 if four people live in the household; $47,712 if five people live in the household; $54,631 if six people live in the household;
$61,550 if seven people live in the household; and $68,469 if eight people live in the household. For larger households, add $6,919
for each additional person in the home.

Program Description
As of October 1998, families who have a total household income that is too high to qualify for Medicaid but too low to afford rising
health insurance premiums are able to get free or reduced price comprehensive health care for their children. The new plan, NC
Health Choice for Children, provides the same coverage provided for the children of state employees and teachers.
NC Health Choice for Children is a comprehensive health insurance plan that covers not only hospitalization but also outpatient
care. Benefits include: sick visits; checkups; hospital care; counseling; prescriptions; dental care; eye exams and glasses; hearing
exams and hearing aids; and other related services. Find out today if your child or children are eligible for benefits.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the State of North Carolina, under 19 years of age, not covered
by health insurance (including Medicaid), a US national, citizen, legal alien, or permanent resident, and you must have an annual
household income before taxes of less than $29,140 if two people live in the household; $36,620 if three people live in the
household; $44,100 if four people live in the household; $51,580 if five people live in the household; $59,060 if six people live in the
household; $66,540 if seven people live in the household; $74,020 if eight people live in the household; and $81,500 if more than
eight people live in the household. For larger households, add $7,480 for each additional person in the home.

Applications (in English or Spanish) for this program are available in many different locations including county social services
departments, local health departments, and on our Web site: http://www.ncdhhs.gov/dma/healthchoice/apply.htm.

It is a simple application form, which may be submitted to your county social services department by mail. The form plus any
required enrollment fee would begin the application process. This application form can be mailed or taken to your county social
services department. Each application will first be reviewed to see if the child is eligible for Medicaid and, if not, then reviewed to
see if the child is eligible for NC Health Choice for Children. If the child is found to be eligible for NC Health Choice for Children, the
application will be processed and the parents will receive a health card, a benefits booklet and instructions in the mail. Once
parents are notified, the child is eligible to receive care. Unlike Medicaid, the NC Health Choice for Children program is limited by the
amount of funds that are available. Therefore, it is open only to children on a first come, first served basis. Once the program is full,
a waiting list will be taken, so it is in the best interest of the child to enroll as soon as it is possible.

Program Description
The WIC program provides a combination of nutrition education, supplemental foods, breastfeeding promotion and support, and
referrals for health care. WIC has proven effective in preventing and improving nutrition related health problems within its
population. The North Carolina Department of Health and Human Services, Division of Public Health, Women's and Children's Health
Section, Nutrition Services Branch administers it. County health departments, community and rural health centers, and community
action agencies provide the services.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the State of North Carolina, pregnant, breastfeeding and
postpartum woman, infant or child up to 5 years of age and: (1) are individually determined by a health professional to be at
nutrition risk; and, (2) meet an income standard, or are determined automatically income eligible. A person who participates or has
family members who participate in certain other benefit programs, such as the Food Stamp Program, Medicaid or Temporary
Assistance for Needy Families, automatically meets the income eligibility requirement.

Program Description
The Special Milk Program (SMP) provides milk to children in schools and childcare institutions who do not participate in other
Federal meal service programs. The program reimburses schools for the milk they serve. Schools in the National School Lunch or
School Breakfast Programs may also participate in SMP to provide milk to children in half-day pre-kindergarten and kindergarten
programs where children do not have access to the school meal programs.
General Program Requirements
Any child in a school or institution that participates in the Special Milk Program can get milk. Schools may elect to offer free milk to
low-income children. In order to qualify for this benefit program, you must be a resident of the State of North Carolina your
household's annual income before taxes must not exceed $20,036 if one person lives in the household; $26,955 if two people live in
the household; $33,874 if three people live in the household; $40,793 if four people live in the household; $47,712 if five people live in

Program Description
The Head Start program (for children ages 3-5) and Early Head Start program (for pregnant women, infants, and toddlers) promote
school readiness for children in low-income families by providing comprehensive educational, health, nutritional, and social
services. Parents play a large role in the programs, both as primary educators of their children and as participants in administering
the programs locally. Both programs provide pre-literacy and literacy experiences in a multi-cultural environment. Parents are also
provided social services, including assistance with childcare. Services are also available to migrant and seasonal farm worker
families.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the State of North Carolina, you must be a parent or primary
caregiver responsible for a child who is too young for public school and your household's annual income before taxes must not
exceed $10,830 if one person lives in the household; $14,570 if two people live in the household; $18,310 if three people live in the
household; $22,050 if four people live in the household; $25,790 if five people live in the household; $29,530 if six people live in the
household; $33,270 if seven people live in the household; $37,010 if eight people live in the household; and $40,750 if more than
eight people live in the household. For larger households, add $3,740 for each additional person in the home.

If you do not meet these criteria, you may still qualify if you are a U.S. national, citizen or permanent resident whose financial status
is low income or very low income, who is under-employed, unemployed or about to become unemployed, facing pregnancy, less
than 19 years of age yourself, or the parent or primary caregiver for children under the age of 19 years. Other qualifications may
apply.

The Weatherization Assistance Program is designed to help low-income citizens save energy and reduce expenses through the
installation of energy conservation materials and the implementation of energy efficiency measures in their homes. The goal of the
program is to create a safe, energy efficient and comfortable home environment for the families served. Priority is placed on
providing assistance to the elderly, individuals with disabilities and families with children. The 3,352 families that benefited from the
program last year saved an average of $173 per household. A household's income must be under 150% of poverty to be eligible to
participate in the program; however, over eighty percent of the families served in North Carolina have annual incomes below
$15,000. The North Carolina Weatherization Assistance Program is implemented in all counties in the State through twenty-nine
(29) subgrantees. Local agencies determine client eligibility based on Federal Poverty Income Guidelines. Agency staff conduct an
energy audit and perform diagnostic testing to determine air infiltration, heat loss, levels of carbon monoxide and identify
recommended energy conservation, safety and health measures. Local agency staff and private contractors complete the work.
Staff and the resident inspect the work and, if satisfied, the resident provides an approval signature.

In order to qualify for this benefit program, you must be a resident of the State of North Carolina, your household's annual income
before taxes must not exceed $16,245 if one person lives in the household; $21,855 if two people live in the household; $27,465 if
three people live in the household; $33,075 if four people live in the household; $38,685 if five people live in the household; $44,295 if
six people live in the household; $49,905 if seven people live in the household; and $55,515 if eight people live in the household. For
larger households, add $5,610 for each additional person in the home.

Program Description
Unemployment insurance benefits provide temporary financial assistance to workers unemployed through no fault of their own
that meet North Carolina's eligibility requirements.
General Program Requirements
In order to qualify for this benefit program, you must have worked in North Carolina during the past 12 to 18 months and have
earned at least a minimum amount of wages as determined by our guidelines. You must also be able to work and available for work
each week that you are collecting benefits.

Program Description
Work First is North Carolina's plan to help families stay off welfare or move off welfare and into jobs. Work First is not just a cash
assistance program, rather, it is built upon the belief that all people have a responsibility to their families and community to work
and provide for their children.
Through Work First, parents can get short-term training and families can get child care assistance and other services to help them
become self-sufficient. Most families have two years to move off welfare. Work First emphasizes three strategies:
1.) Diversion: Keeping families off welfare by helping them cope with unexpected emergencies or setbacks. Under Work First,
qualifying families can get up to three months worth of cash diversion assistance, child care, food stamp benefits, and Medicaid, if
they stay off welfare.
2.) Work: Shortening the length of time that families are on welfare by making work mandatory and by limiting how long a family
can receive cash assistance.
3.) Retention: Helping families that leave welfare to stay off with services such as transportation, encouraging them to save and by
helping to make sure they really are better off working than on welfare.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of North Carolina, either pregnant or responsible for a child
under 19 years of age, a US national, citizen, legal alien, or permanent resident, have low or very low income, and be either
under-employed (working for very low wages), unemployed or about to become unemployed.

Program Description
Medicaid is a health insurance program for certain low-income and needy people paid with Federal, state, and county dollars. It
covers more than 1 million people in our state, including children, the aged, blind, and/or disabled, and people who are eligible to
receive Federally assisted income maintenance payments. North Carolina Medicaid includes Baby Love for prenatal and infant
health care, Health Check for children up to age 21, Carolina ACCESS for managed care, and community alternatives to provide
home and community care as a cost-effective alternative to institutionalization. Covered individuals are elderly or disabled
individuals, children and their parents, persons needing long-term care and some Medicare recipients.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the State of North Carolina, a US national, citizen, permanent
resident, or legal alien, in need of health care/insurance assistance, whose financial situation would be characterized as low
income or very low income. You must also be either pregnant, blind, have a disability or a family member in your household with a
disability, be responsible for children under 19 years of age, or be 65 years of age or older.
