Program Description
The Head Start program (for children ages 3-5) and Early Head Start program (for pregnant women, infants, and toddlers) promote
school readiness for children in low-income families by providing comprehensive educational, health, nutritional, and social
services. Parents play a large role in the programs, both as primary educators of their children and as participants in
administering the programs locally. Both programs provide pre-literacy and literacy experiences in a multi-cultural environment.
Parents are also provided social services, including assistance with childcare. Services are also available to migrant and
seasonal farm worker families.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the State of New Mexico, you must be a parent or primary
caregiver responsible for a child who is too young for public school and your household's annual income before taxes must not
exceed $10,830 if one person lives in the household; $14,570 if two people live in the household; $18,310 if three people live in the
household; $22,050 if four people live in the household; $25,790 if five people live in the household; $29,530 if six people live in the
household; $33,270 if seven people live in the household; $37,010 if eight people live in the household; and $40,750 if more than
eight people live in the household. For larger households, add $3,740 for each additional person in the home.
If you do not meet these criteria, you may still qualify if you are a U.S. national, citizen or permanent resident whose financial
status is low income or very low income, who is under-employed, unemployed or about to become unemployed, facing pregnancy,
less than 19 years of age yourself, or the parent or primary caregiver for children under the age of 19 years. Other qualifications

Program Description
The Food Stamp Program serves as the first line of defense against hunger for New Mexico Residents. It enables low-income
families to buy nutritious food with coupons and Electronic Benefits Transfer (EBT) cards. Food stamp recipients spend their
benefits to buy eligible food in authorized retail food stores.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the State of New Mexico and fall into one of two groups: (1)
those with a current bank balance (savings and checking combined) under $2,001, or (2) those with a current bank balance
(savings and checking combined) under $3,001 who share their household with a person or persons age 60 and over, or with a
person with a disability (a child, your spouse, a parent, or yourself). For either group, you must also have an annual household
income of less than $13,284 if one person lives in the household; $17,808 if two people live in the household; $22,332 if three
people live in the household; $26,856 if four people live in the household; $31,380 if five people live in the household; $35,904 if six
people live in the household; $40,428 if seven people live in the household; or $44,952 if more than seven people live in the
household.

The School Breakfast Program (SBP) provides cash assistance to States to operate nonprofit breakfast programs in schools and
residential childcare institutions. The School Lunch Program (NSLP) is a Federally assisted meal program operating in public and
nonprofit private schools and residential childcare institutions. It provides nutritionally balanced, low-cost or free lunches to
children each school day.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the State of New Mexico and a parent or primary caregiver
responsible for a child(ren) who attends school (high school or under). Those who qualify must also have an annual household
income before taxes that must not exceed $26,955 if two people live in the household; $33,874 if three people live in the
household; $40,793 if four people live in the household; $47,712 if five people live in the household; $54,631 if six people live in the
household; $61,550 if seven people live in the household; $68,469 if eight people live in the household; and $75,388 if more than

and cooling costs. LIHEAP is Federally funded through the Department of Health and Human Services. The Federal government
establishes funding levels annually.

Program Description
New Mexi k i d s is no cost or low cost health coverage for children under 19 years old. If your household income is less than
185% of the Federal Poverty Guidelines, health care services are provided to your child at no cost. If your household income is
185% - 235% of the Federal Poverty Guidelines, some of the health care services your child receives may require that you make a
co-payment at the time each service is provided. Preventive services, such as Tot to Teen Health Checks and immunizations do
not require a co-payment. New Mexi k i d s pays for regular check-ups, doctor visits, dental visits, hospital care, prescriptions,
glasses and hearing and vision exams. Other services may be covered if they are medically necessary.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of New Mexico, under 19 years of age, not covered by health
insurance (including Medicaid), a US national, citizen, legal alien, or permanent resident, and you must have an annual household
income before taxes of less than $29,241 if two people live in the household; $39,339 if three people live in the household; $49,437
if four people live in the household; $69,633 if five people live in the household; $79,731 if six people live in the household; $89,829
if seven people live in the household; $99,927 if eight people live in the household; and $120,123 if more than eight people live in
the household. For larger households, add $10,098 for each additional person in the home. Depending on your income level, you

Program Description
WIC is a nutrition program that helps pregnant women, new mothers, and young children eat well, learn about nutrition, and stay
healthy. WIC's mission is to safeguard the health of low-income women, infants, and children up to age 5 who are at nutritional
risk by providing nutritious foods to supplement diets, information on healthy eating, and referrals to health care. New Mexico WIC
is administered by the New Mexico Department of Health, Family Health Bureau.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the State of New Mexico, pregnant, breastfeeding and
postpartum woman, infant or child up to 5 years of age and: (1) are individually determined by a health professional to be at
nutrition risk; and, (2) meet an income standard, or are determined automatically income eligible. A person who participates or
has family members who participate in certain other benefit programs, such as the Food Stamp Program, Medicaid or Temporary
Assistance for Needy Families, automatically meets the income eligibility requirement.

Program Description
The Special Milk Program (SMP) provides milk to children in schools and childcare institutions who do not participate in other
Federal meal service programs. The program reimburses schools for the milk they serve. Schools in the National School Lunch or
School Breakfast Programs may also participate in SMP to provide milk to children in half-day pre-kindergarten and kindergarten
programs where children do not have access to the school meal programs.
General Program Requirements
Any child in a school or institution that participates in the Special Milk Program can get milk. Schools may elect to offer free milk
to low-income children. In order to qualify for this benefit program, you must be a resident of the State of New Mexico, your
household's annual income before taxes must not exceed $20,036 if one person lives in the household; $26,955 if two people live
in the household; $33,874 if three people live in the household; $40,793 if four people live in the household; $47,712 if five people

The Weatherization Assistance Program (WAP) provides limited assistance to low income homeowners to improve the energy
efficiency of their homes thus reducing their utility costs. Due to the scarcity of resources, priority is given to the lowest income
households. WAP may be used for the following: Leakage reduction including repair or replacement of broken glass or
thresholds, packing cracks, caulking or weather-stripping, installation of door sweeps, fireplace dampers, water heater
insulation blankets, thermostat controls, exterior doors, exterior windows; incidental repairs including lumber to frame or repair
windows and doors, roofing materials to patch or repair leaks, protective materials (paint), or repair materials; health and safety
including stove pipes, smoke and carbon monoxide detectors, space heaters, furnace repair/replacement, moisture related
problems, wiring problems; ceiling, wall and floor insulation; measures for mobile homes; and electric base load measures like
new refrigerators. The amount of assistance cannot exceed an average of $2,672 per household with a maximum per house of
$3,663.

Program Description
The New Mexico Medicaid program is a Federal and state funded program that serves needy individuals and families in New
Mexico who meet financial and other eligibility requirements and certain other individuals who lack adequate resources to pay for
medical care.
The program provides payment for medical services ranging from routine preventive medical care for children to institutional
care for the elderly and disabled. The Medicaid program also ensures access to care through enrollment of medical providers
and access to transportation services to medical care providers through reimbursement to recipients and volunteer drivers.

In order to qualify for this benefit program, you must be a resident of the state of New Mexico, a US national, citizen, permanent
resident, or legal alien, in need of health care/insurance assistance, whose financial situation would be characterized as low
income or very low income. You must also be either pregnant, a parent or relative caretaker of a dependent child(ren) under age
19, blind, have a disability or a family member in your household with a disability, or be 65 years of age or older.

Give Blood- the Gift of Life
Many generous Americans nationwide have been donating blood since the terrorist attacks September 11 to ensure a sustained
and secure blood supply for all Americans. Together with the Red Cross, these blood heroes are ensuring that the safest possible
blood is readily available whenever and wherever needed - for the military, for other blood centers in America and for all 5,000 of
America's hospitals.
We all expect blood to be there for us, but barely a fraction of those who can give do. Yet sooner or later, virtually all of us will face
a time of great vulnerability in which we will need blood. And that time is all too often unexpected. From its beginning, the
American Red Cross has formed a community of service, of generous, strong and decent people bound by beliefs beyond
themselves. The honor, spirit and resources of the American people comes forth with neighbors helping neighbors in need -
during earthquakes, floods, fires, storms - and also for the deeply personal and often quiet disasters that require a gift of blood.
To give blood you must be healthy, at least 17 years old, weigh at least 110 pounds, not have donated blood in the last 56 days or
donated double red cells in the last 112 days. There is no upper age limit. You may not give blood if you have received notification
from the American Red Cross or any other blood collection organization asking you not to do so.
There's No Limit to the Good You Can Do ! Be a tissue donor.
Did you know that just one tissue donor can potentially benefit as many as 50 people? It's true. When you sign on to become a
donor, your generous gift could bring many people new life.
Thanks to people like you, 600,000 lives have been enhanced since the establishment of American Red Cross Tissue services in
1982. However, the need for tissue continues to grow, and tissue such as skin for burn patients and certain sizes of heart valves
for cardiac patients is in high demand.
We need your help.
Becoming a tissue donor is simple, two-step process: first, sign a donor card or driver's license, and second, share your decision
with your family, because next of kin is always asked for consent.
There is no cost to you or your family. All costs related to tissue donation are paid for by the agency recovering the tissue.
All major religions support tissue donation. See statements from various religions.
Recipients will not know who donated the tissue they receive. Selection is not based on race, sex or ethnic origin, but rather on
the medical need of the recipient. The identity of the donor is kept confidential.
Tissue donation will not interfere with a traditional funeral. Tissues are removed by people specifically trained for tissue recovery.
The donor's body is handled with respect and dignity by the Red Cross. Tissue donation does not prohibit an open-casket funeral.

EMERGENCY MINOR HOME REPAIR PROGRAM
The City of Albuquerque Department of Family and Community Services Provides Funding for Emergency and Minor Home Repairs
for Qualified Homeowners through the Mid-Rio Grande Chapter of the American Red Cross PROGRAM INTENT:
For the past eighteen years, your local American Red Cross Chapter has administered a Community Block Development Grant for
the City of Albuquerque, Department of Family and Community Services.
The objective of the program is to assist low-to-moderate income homeowners who do not have sufficient resources to make
needed repairs to alleviate dangerous conditions in their homes.
Under the terms of the E/MHR grant, all owner-occupants living in the Albuquerque city limits who meet established income and
ownership qualifications may receive FREE emergency and minor home repairs from licensed, bonded contractors, and/or
qualified technicians.
Repairs on the property should be of an emergency nature and the owner must have no other resources for repairs.
CLIENT ELIGIBILITY QUALIFICATIONS:
In order to be eligible for the Emergency and Minor Home Repair Program you MUST meet the following requirements:
• The property must be inside the City limits
• The owner must reside in the home and provide proof of ownership
• The household income must not exceed the HUD guidlines listed below:
Three (3) months of consecutive check stubs or a Social Security Benefit Letter for the current year and/or a Pension Retirement
Letter, etc. must be provided
