Essex County Executive DiVincenzo Invites Children and Families to Expand their Understanding and
Appreciation of the Environment
Roseland, NJ - A variety of programs are being offered at the Essex County Environmental Center during the
month of March that will teach children and adults about nature and help them gain a greater appreciation
and understanding of our environment. Essex County Executive Joseph N. DiVincenzo, Jr. invites children
and adults to visit the Environmental Center where they can enjoy an enriching recreational experience
through nature and conservation activities.
“Our Environmental Center has become the premiere location for environmental education and nature
appreciation. With the help of our partner groups, our dynamic schedule of events and activities will
captivate all ages,” DiVincenzo said. “Walk in our woods, discover habitats, get pointers on gardening, learn
about nature photography and much more. It’s all about nature and it’s all at our Environmental Center,” he
added.
Events scheduled for March are as follows:
“Green Thumb Club - Gardening for Health and Nutrition” is for children ages 7 to 12. Participants will learn
how to garden for optimal plant growth, production and food quality and gardening methods that keep the
soil and land healthy. Each class provides self-contained concepts, so participants may choose individual
sessions or attend the entire six-month club which provides a complete health and nutrition program for the

The deadline to enter the “Passaic River Poster Contest” is Friday, March 12 by 5 p.m. Not everyone is aware
that the Passaic River has a long and vibrant history in Essex County, offering Native Americans, European
settlers and modern industry all of the necessities to thrive. To promote awareness of the Passaic River and
the great strides that have been made to improve is ecosystem and preserve its natural history, the Essex
County Environmental Center and its partner agencies are sponsoring a poster contest for 6th grade Essex

“NJ Audubon Society Family Program - Maple Sugaring Fun” is appropriate for children in grades K-5.
Participants will search the grounds of the Environmental Center for Sugar Maple trees. They will “tap” a

Coat Drive
Our “Share the Warmth” Coat Drive has almost, but not quite, overwhelmed us. We stopped counting a
couple of weeks ago at over 1100 coats and they’ve still been coming in steady. We have distributed
approximately 900 coats locally so far and coats are still available at all Community Kitchen functions four
times every week. But we have an abundance in inventory that we wish to share with anybody in need.
We are pleased to report that the demand in the local community has diminished greatly with your
contributions and we are now looking towards neighboring communities to share in the offering that
everybody has made available. We’ve shared coats with churches in the Trenton and Flemington areas and
we are now looking for more outlets to help us with the distribution. If you, or your church or organization,
know of anybody that is in need of winter clothing please let us know. We will be pleased to make
arrangements to get coats to you for distribution.
We continue to receive men’s, women’s, and kids coats in all sizes and more styles and colors than we could
possibly list. It is tempting for us to end contributions as our inventory is high but as long as the local
community continues to contribute to the program we will continue to do our part in facilitating the
distribution program. Our inventory is high so we encourage you to come in for a free shopping spree in our
coat rooms. You may even get a free lunch to go with your free coat.
Free coats are available at all Community Kitchen functions: Monday ESL from 7-9pm, Wednesday
luncheons from 11am– 1:30pm, Thursday ESL from 7-9pm, and Sunday brunch from 11am-12:30pm.
Our sincere thanks go to everybody that has contributed to the program and made it such a successful
venture.
The Community Kitchen is conveniently located in The Centenary United Methodist Church at 108 N. Union
Street in Lambertville. We’re open every Wednesday from 11:30 to 1:30 and every Sunday
from 11am to 12:30. We look forward to your visit.

2009 was a great year for volunteers at the Hillsdale Helping Hand Food Pantry. A number of people have
said that they enjoy this local ministry to our neighbors from Hillsdale, Westwood, and Emerson.
Pascack Bible Church is part of the cooperative ministry of the four Hillsdale Christian churches. For your
information the number of clients served in:2007 was 3054; 2008 was 3814; and 2009 was 5357.
Four or five people are needed to serve for an hour and a half, occasionally, on a Monday night. If you would

The $8,000 first-time home buyer tax credit past its original November 30 deadline, and it will now be
available through April 30, 2010. Additionally, existing homeowners who have lived in their homes for at
least five consecutive years out of the last eight will be eligible for a credit that can total $6,500. Other de...
tails of that amendment are as follows:
Prospective purchasers with binding contracts in place as of April 30, 2010 will be allowed an additional 60
days to complete the transaction. Credit remains at $8,000 for first-time purchasers. No change to definition
of first-time purchaser. Income limits are expanded to $125,000 on a single return and $225,000 on a joint
return.

The New Jersey Low Income Home Energy Assistance Program (LIHEAP) provides subsidies to help low-
income families and individuals meet home heating and medically necessary cooling costs. LIHEAP funds can
also be used for energy crisis intervention and low cost residential weatherization and other energy related
home repairs. Applications are accepted beginning on November 1 and ending on March 31 for both heating
and cooling assistance costs. Persons applying for LIHEAP should present: Social Security Card, Driver's
license or birth certificate, Proof of residence, Current fuel/utility bill showing account number and the
name, address, telephone number of the dealer, proof of earnings and any other requested documentation.
Renters who pay their share of the heat must present a copy of the lease or an affidavit from the landlord.
Persons who live in public housing and/or receive rental assistance are not eligible, unless they pay their
own heating or cooling costs directly to the fuel suppliers.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the State of New Jersey, you must need
financial assistance for home energy costs and your household's annual income before taxes must not
exceed $23,400 if one person lives in the household; $31,500 if two people live in the household; $39,600 if
three people live in the household; $47,700 if four people live in the household; $55,800 if five people live in
the household; $63,900 if six people live in the household; $72,000 if seven people live in the household; and
$80,100 if eight people live in the household. For larger households, add $2,124 for each additional person in
the home.

Program Description
New Jersey administers the Federal Food Stamp program, which enables eligible low-income individuals and
families to receive cash benefits to help pay for food. The County Welfare Agency determines eligibility.
Individuals and families who are deemed eligible will receive their Food Stamp benefits within 30 days of
submitting an application. Under certain situations, emergency benefits may be issued within just a few days.
Clients who are already receiving Food Stamp benefits may reapply by filing an application for re-
certification by the 15th day of the last month of their current certification period.
Recipients of Food Stamps and WFNJ/TANF, the state cash assistance program for families, receive their
benefits through the "Families First" card (Electronic Benefits Transfer System). Currently, clients of
WFNJ/GA, the state cash assistance program for individuals and childless couples, access their Food Stamps
through the Families First card but receive cash assistance by check.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the State of New Jersey and fall into
one of two groups: (1) those with a current bank balance (savings and checking combined) under $2,001, or
(2) those with a current bank balance (savings and checking combined) under $3,001 who share their

New Jersey FamilyCare is a Federal and state funded health insurance program created
to help New Jersey's uninsured children to have affordable health coverage. It is not a
welfare program. New Jersey FamilyCare is for hard-working families who cannot afford
to privately pay the high cost of health insurance. Eligibility is based on family size and
monthly income. Assets are not considered when determining eligibility. New Jersey
FamilyCare is a comprehensive health insurance program that will provide many if not
all of your child's health care needs. A sample of the services provided by NJFC are:
physician services, preventive health care, emergency medical care, inpatient hospital
services, outpatient hospital services, laboratory services, prescription drugs,
eyeglasses, dental services in most cases, emergency transportation, mental health
services, plus many more.

In order to qualify for this benefit program, you must be a resident of New Jersey, under
19 years of age, not covered by health insurance (including Medicaid), a US national,
citizen, legal alien, or permanent resident, and you must have an annual household

The Head Start program (for children ages 3-5) and Early Head Start program (for pregnant women, infants,
and toddlers) promote school readiness for children in low-income families by providing comprehensive
educational, health, nutritional, and social services. Parents play a large role in the programs, both as
primary educators of their children and as participants in administering the programs locally. Both programs
provide pre-literacy and literacy experiences in a multi-cultural environment. Parents are also provided
social services, including assistance with childcare. Services are also available to migrant and seasonal
farm worker families.

In order to qualify for this benefit program, you must be a resident of the State of New Jersey, you must be a
parent or primary caregiver responsible for a child who is too young for public school and your household's
annual income before taxes must not exceed $10,830 if one person lives in the household; $14,570 if two
people live in the household; $18,310 if three people live in the household; $22,050 if four people live in the
household; $25,790 if five people live in the household; $29,530 if six people live in the household; $33,270 if
seven people live in the household; $37,010 if eight people live in the household; and $40,750 if more than

Program Description
The Special Milk Program (SMP) encourages the consumption of milk by children in order
to foster good health and academic achievement. The Special Milk Program may not be
operated in a school or institution, which is also participating in the National School
Lunch Program or School Breakfast Program. The exception is for the sponsors
participating in the Split Session Kindergarten Milk program. The Split Session
Kindergarten Milk Program allows for the serving of milk to children enrolled in the Split
Session Kindergarten programs, where they do not have access to the National School
Lunch Program.
General Program Requirements
Any child in a school or institution that participates in the Special Milk Program can get

Resources administers the Weatherization Assistance Program designed to promote
energy conservation in low-income households.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the State of New
Jersey, your household's annual income before taxes must not exceed $23,400 if one
person lives in the household; $31,500 if two people live in the household; $39,600 if
three people live in the household; $47,700 if four people live in the household; $55,800
if five people live in the household; $63,900 if six people live in the household; $72,000
if seven people live in the household; and $80,100 if eight people live in the household.
For larger households, add $2,124 for each additional person in the home.

Program focusing on improved parenting skills and parent empowerment.
Millhill's Parent Empowerment Group is a 12 week intensive Parenting Group (6 weeks) and Life Skills class
(6 weeks) for families with open DYFS cases that will meet on two alternating Saturday mornings per month
from 9:30-11am. After group sessions, parents/caregivers and children will come together to share a meal
which will both reinforce skills learned in group but also build nurturing and family cohesion.
Participants will gain:
• Increased knowledge of child development
• Awareness of appropriate expectations for children
• Increased knowledge of alternatives of physical punishment
• A change in views regarding the use of corporal punishment
• An increase in empathic awareness of children's needs.
Children will have the opportunity to continue their respite day with therapeutic play and excursions into
the community. Parents who successfully complete the program may be identified as Parent Mentors who
will then serve as informal supports for the next cohort.

Online access to audiobooks, ListenNJ.com, which brings audiobook
downloads directly to the listener via any Internet connection is free
to New Brunswick Free Public Library patrons and to LMxAC member library
patrons. ListenNJ offers over 4800 audio selections, including the
latest from Janet Evanovich, Finger Lickin’ Fifteen, as well as
Guillermo del Toro’s The Strain and Nora Roberts’ Black Hills.
From January to July 2008, 6,241 titles were checked out by LMxAC
libraries using ListenNJ; in the same time in 2009, activity increased
by over 47%, to 9,176 titles. Some of this spike in use can be
attributed to the introduction of iPod-compatible downloads. Cheryl
O’Connor, Executive Director of INFOLINK, explains, “This is what our
customers have been waiting for – the ability to transfer audiobook
downloads to iPods, iPhones, and other smart phones, as well as to the
standard mp3 player.”
Listeners can play the downloaded audiobooks on their iPod, iPhone, or
mp3 player and the ListenNJ audiobooks can also be burned to discs,
copied to a computer or a laptop hard drive for ten days. When using
ListenNJ, listeners are required to agree to specific terms of use and
once the lending period expires, the expired title is deleted from the
PC. “ListenNJ titles circulate for 10 days at a time and may not be
renewed’ noted Eileen Palmer, Executive Director of LMxAC. “Once you
become addicted, like I am, you listen all the time in your car.” And
to make listening in the car use even easier, Palmer now accesses her
downloaded audiobooks via her mp3 player and a digital FM transmitter.
Other big users are students covering required reading. “Somehow
students find Shakespeare a little easier to digest when they can listen
to Hamlet on an iPod,” jokes YA librarian, Mary Piekarski from
Piscataway Public Library. And ListenNJ has the goods on required
reading, everything from Brave New World and Fahrenheit 451 to In Cold
Blood and classical literature such as Wuthering Heights. But there are
also titles that teens and ‘tweens lap up, like the Gossip Girls series
and the Gallagher Girls series.
All you need is a library card so stop by your local library and pick
one up! ListenNJ has 4800 books you might like to listen to.

Program Description
New Jersey's welfare reform program, Work First New Jersey (WFNJ), was initiated in
April 1997, following the passage of sweeping Federal reforms in 1996, known as the
Personal Responsibility and Work Opportunity Reconciliation Act. Under the Act, the
Federal program for families became known as Temporary Assistance to Needy Families
(TANF). Under the supervision of the NJ Division of Family Development (DVD), WFNJ
provides temporary cash assistance and many other support services to families through
the TANF program. WFNJ emphasizes work as the first step toward building a new life
and a brighter future. Our goal is to help people get off welfare, secure employment and
become self-sufficient through job training, education and work activities.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of New Jersey, either
pregnant or responsible for a child under 19 years of age, a US national, citizen, legal
alien, or permanent resident, have low or very low income, and be either under-employed
(working for very low wages), unemployed or about to become unemployed.

entitlement program that provides health insurance for more than 600,000 very low-income parents,

home and many other healthcare benefits.
