watercolor art classes with ruth tiejen councell

Sept. 11 - Oct. 2 | 10 a.m. - noon | 1719 William Trent House Museum, 15 Market St., Trenton.

Ruth Tiejen Councell, an artist and illustrator specializing in botanical art, will be leading a series of
watercolor classes in the Trent-era garden at the 1719 William Trent House Museum. Each session will offer
an indoor lesson and then students will be able to explore the garden and choose their own corner to apply
techniques learned.  Lesson topics will include drawing, washes and glazes, color theory, composition, and
more.  The class is open to all levels of experience.  The class is limited to the first ten registrants.  There is
a forty dollar registration fee and a list of supplies will be provided upon receipt of registration. Class dates

Greater Princeton Youth Orchestra seeking musicians

The Greater Princeton Youth Orchestra (GPYO) is holding auditions in September for its 2010-2011 season.
There are openings for all instruments at this time, but winds and brass are especially sought.  GPYO has
ensembles for every level and grade of player from 5th grade to 12th grade. Rehearsals are held at
Montgomery High School’s state of the art facilities. GPYO offers a Preparatory Division with Wind and String
Ensembles, and a Senior Division with Concert Orchestra, Symphonic Orchestra and Chamber Orchestra.

Plein Air Contest

Burlington County Division of Parks Open is holding a Plein Air Contest on September 26. The contest is
open to all artists 18 years of age and over juried by Philip J. Carroll. Mr. Carroll is a professional artist,

Collingswood New Jersey. He is a graduate of the Pennsylvania Academy of The Fine Arts and studied art

Environmental Justice: A Camden Forum

The New Jersey Council for the Humanities and Rutgers School of Law-Camden are sponsoring an
Environmental Justice: A Camden Forum on September 14 from 6:30 pm to 8 pm in Rutgers University-
Camden Campus Center at 326 Penn Street in Camden. This program, part of NJCH's Justice theme, brings
together a diverse group of scholars and community activists for a discussion of Camden's environmental
past, present and future. From brownfields to diesel fumes, Camden's residents deal with environmental
problems daily. Using environmental justice as a framework, this program will examine the conditions of

Dear Clark Resident: Oak Ridge Park will be the site of the 13th Annual Musicfest,
sponsored by the Union County Freeholders and Overlook Hospital. The festival will
begin on Wednesday, Sept 8, 2010 and conclude on Sunday, Sept 12, 2010. For complete

draws thousands of spectators, particularly on Saturday and Sunday. Paid parking will
be available within the confines of the park. In addition, shuttle buses are expected to
bring in participants from satellite locations throughout the county. Festival organizers

interest of public safety, it will be necessary to prohibit all street parking west of

from 4 p.m. until midnight on Friday, Sept 10, 2010 and from 8 a.m. on Saturday,

to monitor traffic conditions and remove violators in the area. Parking will be prohibited

Non-profit Organization annual filing requirements

Young Audiences programs for Native American Indian Month

To help celebrate Native American Indian Month in November, Young Audiences is offering a variety of
programs for people of all ages. Some of the heritage programs and workshops include:

Les Genser, who is of Native-American descent, will raise a 23-foot tipi. Inside the magnificent structure is a
world that is centuries away from us in time and spirit. Participants will learn Native American lore and life
skills and examine museum-quality artifacts. Tribes of the northern plains and our own northeast woodlands
are emphasized.

Robin Pease’s telling of a Native American legend by becoming birds, beasts and people who solve the
monumental problem of a sky that is too low to the ground. Beautifully costumed powwow dancers take the
stage in a high-energy, interactive program that combines authentic dancing, flute and drumming traditions
from American Indian nations across North and South America.

Trenton International Jazz and Blues Festival

2011 Real Property Tax Assessment Planning           By Glen-David Schwarzschild, Esq.

If you are a property owner in New Jersey and missed the filing deadline to file a real
estate tax appeal for the 2010 tax year, it is not too early to prepare to contest your
2011 tax assessment.  There are several steps a property owner must take to prepare
for a 2011 assessment appeal.

If the township assessor serves you by certified mail with an income and expense questionnaire, you must
deliver your response to that questionnaire within 45 days from the date of mailing of the notice.  It is called
a Chapter 91 request.  If you fail to deliver your response within 45 days, you are precluded from filing an
appeal for the upcoming tax year.  You must respond to the request even if you are not an income producing
property (whether owner occupied, vacant building or vacant land).  

The valuation date is for the 2011 tax year is October 1, 2010.  This means that the property will be assessed
for tax purposes based on the value of the property on October 1, 2010.  As a result, you can prepare for an
appeal for 2011 by obtaining market information as of on or around that date.  If you own an income
producing property, obtaining market rents in the area will assist in determining whether an appeal is
warranted.  In addition, whether the property is income producing or owner occupied, obtaining comparable
sales, as close to the valuation date, will also assist in evaluating your property's value.  The Tax Court (and
County Tax Boards) will generally consider sales that are less than a year prior to the valuation date.  Any
sale older than a year old may be considered stale.  Alternatively, you can obtain an appraisal from a state
certified appraiser.

Although, the filing deadline for an appeal is April 1, 2011, many municipal assessors will negotiate with
property owners or their counsel prior to the close of the books in early January 2011, when the assessor
must certify the tax roll as accurate and complete.  In those cases where an assessor is willing to discuss
your assessment prior to the end of the year, it is recommended that the property owner or their counsel
contact the local assessor in October or November to discuss the assessment.  The closer you get to the
holidays the less chance the assessor will have the time to discuss your assessment, due to his year end
commitments.

If an assessor does not have the time or will not negotiate your assessment prior to the certification of the
tax roll, then to challenge your assessment you must file an appeal by April 1st, either with the local county
tax board or if your assessment is in excess of 1,000,000, you have the option of filing your appeal directly
with the Tax Court of New Jersey.

said that they enjoy this local ministry to our neighbors from Hillsdale, Westwood, and Emerson.

Pascack Bible Church is part of the cooperative ministry of the four Hillsdale Christian churches. For your

The New Jersey Low Income Home Energy Assistance Program (LIHEAP) provides subsidies to help low-
income families and individuals meet home heating and medically necessary cooling costs. LIHEAP funds can
also be used for energy crisis intervention and low cost residential weatherization and other energy related
home repairs. Applications are accepted beginning on November 1 and ending on March 31 for both heating
and cooling assistance costs. Persons applying for LIHEAP should present: Social Security Card, Driver's
license or birth certificate, Proof of residence, Current fuel/utility bill showing account number and the
name, address, telephone number of the dealer, proof of earnings and any other requested documentation.
Renters who pay their share of the heat must present a copy of the lease or an affidavit from the landlord.
Persons who live in public housing and/or receive rental assistance are not eligible, unless they pay their
own heating or cooling costs directly to the fuel suppliers.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the State of New Jersey, you must need
financial assistance for home energy costs and your household's annual income before taxes must not
exceed $23,400 if one person lives in the household; $31,500 if two people live in the household; $39,600 if

New Jersey administers the Federal Food Stamp program, which enables eligible low-income individuals and
families to receive cash benefits to help pay for food. The County Welfare Agency determines eligibility.
Individuals and families who are deemed eligible will receive their Food Stamp benefits within 30 days of
submitting an application. Under certain situations, emergency benefits may be issued within just a few days.
Clients who are already receiving Food Stamp benefits may reapply by filing an application for re-
certification by the 15th day of the last month of their current certification period.
Recipients of Food Stamps and WFNJ/TANF, the state cash assistance program for families, receive their
benefits through the "Families First" card (Electronic Benefits Transfer System). Currently, clients of

New Jersey FamilyCare is a Federal and state funded health insurance program created
to help New Jersey's uninsured children to have affordable health coverage. It is not a
welfare program. New Jersey FamilyCare is for hard-working families who cannot afford

monthly income. Assets are not considered when determining eligibility. New Jersey
FamilyCare is a comprehensive health insurance program that will provide many if not

Millhill's Parent Empowerment Group is a 12 week intensive Parenting Group (6 weeks) and Life Skills class
(6 weeks) for families with open DYFS cases that will meet on two alternating Saturday mornings per month
from 9:30-11am. After group sessions, parents/caregivers and children will come together to share a meal
which will both reinforce skills learned in group but also build nurturing and family cohesion.
