Six Counties Added To Disaster Declaration

BLOOMINGTON, Minn. – Six additional counties have been designated for all categories of Public Assistance as part of Minnesota’
s federal disaster declaration, according to officials from the Minnesota Division of Emergency Management and the Federal
Emergency Management Agency (FEMA).

The announcement makes federal funding available to local governments and certain private nonprofit organizations on a cost-
sharing basis for emergency work and the repair or replacement of facilities damaged by severe storms, tornadoes and flooding
that occurred June 17-26 in the counties of Blue Earth, Brown, Houston, Kittson, Nicollet and Sibley.

This brings the total number of counties designated for Public Assistance to 13. The counties previously designated are:  
Faribault, Freeborn, Olmsted, Otter Tail, Polk, Steele and Wadena.  

Under the cost-share program, FEMA funds at least 75 percent of the cost for eligible work by local governments and certain
private non-profit organizations. Additional designations may be made at a later date if requested by the state and warranted by
the results of further damage assessments.

Following is a summary of key federal disaster aid programs that can be made available as needed and warranted under
President Obama's major disaster declaration issued for the state of Minnesota.

Assistance for the State and Affected Local Governments Can Include as Required:

•Payment of not less than 75 percent of the eligible costs for repairing or replacing damaged public facilities, such as roads,
bridges, utilities, buildings, schools, recreational areas and similar publicly owned property, as well as certain private non-profit
organizations engaged in community service activities. (Source: FEMA funded, state administered.)
•Payment of not less than 75 percent of the eligible costs for removing debris from public areas and for emergency measures
taken to save lives and protect property and public health.  (Source: FEMA funded, state administered.)
•Payment of not more than 75 percent of the approved costs for hazard mitigation projects undertaken by state and local
governments to prevent or reduce long-term risk to life and property from natural or technological disasters.  (Source: FEMA

How to Apply for Assistance:

•Application procedures for local governments will be explained at a series of federal/state applicant briefings with locations to be
announced in the affected area by recovery officials. Approved public repair projects are paid through the state from funding
provided by FEMA and other participating federal agencies.

Nicollet County Added To Declaration

BLOOMINGTON, Minn. -- Federal disaster assistance has been extended to state and local government agencies in Nicollet County,
which sustained infrastructure damage during this spring’s flooding, according to state and federal officials.

Minnesota Department of Public Safety Division of Homeland Security and Emergency Management (HSEM) and the Federal
Emergency Management Agency (FEMA) officials announced today that Nicollet County is now eligible for Public Assistance (PA).  
The state requested the county be added after a review of additional damage assessment data.

Under the federal PA program, state, local and tribal governments and certain private nonprofit organizations are eligible for
federal reimbursement for certain costs related to flooding from March 1 through April 26.

FEMA will fund 75 percent of the approved cost. Eligible work includes debris removal, emergency services related to the disaster
and repair or replacement of damaged public facilities such as roads, bridges, buildings, utilities and recreation areas.  

The original 18 counties and one tribal community designated in the April 19 major disaster declaration were Big Stone, Blue
Earth, Brown, Carver, Chippewa, Clay, Kittson, Lac Qui Parle, Marshall, Norman, Polk, Redwood,  Renville, Scott, Sibley, Traverse,
Wilkin and Yellow Medicine counties and the Upper Sioux Community.

The counties of Cottonwood, McLeod, Pennington, Ramsey, Red Lake and Stevens, as well as the Prairie Island Indian Community,
were added to the disaster declaration on May 4 and Grant was added on May 28.

Program Description
MinnesotaCare is Minnesota's S-CHIP program, but adults may enroll in the program as well as children if they meet the eligibility
criteria. To qualify, you must be a resident of Minnesota, not covered by health insurance (including Medicaid) for the past four
months (some exceptions for some children). In addition, you must not have health insurance available to you through an
employer who offers to pay at least half the monthly cost. You must be a U.S. citizen or "qualified" non-citizen. Income limits for
MinnesotaCare are higher than the limits for Medical Assistance (Minnesota's Medicaid program). Because of different
calculation methods, the income limits listed here may be slightly different than the actual income figures used by Minnesota.
Please contact us for more information on the program. MinnesotaCare provides comprehensive health care coverage. Covered
services include doctor visits, immunizations, hospitalization, prescriptions, eye exams, eye glasses, dental care and more.
Enrollees pay a monthly premium based on income, household size, and the number of people covered. Some low-income
children and families pay as little as $4 per month.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of Minnesota, under 21 years of age, not covered by health
insurance (including Medicaid), underinsured, a U.S. national, citizen, legal alien, or permanent resident, and you must have an
annual household income before taxes of less than $28,608 if one person lives in the household; $38,508 if two people live in the
household; $48,408 if three people live in the household; $58,308 if four people live in the household; $68,208 if five people live in
the household; $78,108 if six people live in the household; $88,008 if seven people live in the household; $97,908 if eight people live
in the household; and $107,808 if more than eight people live in the household. For larger households, add $9,900 for each
additional person in the home.  Depending on your income level, you may have to pay a premium for coverage. Please see this

Program Description
The Minnesota Food Assistance Program (MFAP) is a county-administered, Federal program that assists people and families with
low incomes to purchase food and better meet their nutritional needs. The program is not intended to supply all of a person or
family's food needs. Instead, it is a supplement to help them achieve or maintain their independence.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the state of Minnesota and fall into one of two groups: (1)
those with a current bank balance (savings and checking combined) under $2,001, or (2) those with a current bank balance
(savings and checking combined) under $3,001 who share their household with a person or persons age 60 and over, or with a
person with a disability (a child, your spouse, a parent, or yourself). For either group, you must also have an annual household
income of less than $14,079 if one person lives in the household; $18,941 if two people live in the household; $23,803 if three
people live in the household; $28,665 if four people live in the household; $33,527 if five people live in the household; $38,389 if six
people live in the household; $43,251 if seven people live in the household; or $48,113 if eight people live in the household. For
larger households, add $4,862 for each additional person in the home.

Next, complete a Combined Application Form (CAF) and have an interview. The CAF is the application counties require you to
complete to apply for food and cash assistance. When your benefits begin depends on the date the county receives the first page
of the CAF. You can get a CAF from your local county office or from the DHS website. If you are not able to go to your county office
for an interview due to hardship, you may request a phone interview.

Unemployment insurance benefits provide temporary financial assistance to workers unemployed through no fault of their own

The Minnesota Energy Assistance program provides assistance to low-income households in meeting their home energy costs,
particularly those with the lowest incomes that pay a high proportion of household income for home energy.

Program Description
The Minnesota Family Investment Program (MFIP) is the state’s welfare reform program for low-income families with children.
MFIP helps families move to work and focuses on helping families. It includes both cash and food assistance. When most families
first apply for cash assistance, they will participate in the Diversionary Work Program. This is a four month program that supports
families during a crisis situation and is not intended to meet recurrent needs. However, some families may be referred to MFIP
when they first apply for assistance or after they finish four months of DWP. MFIP helps families transition to economic stability.
Parents are expected to work, and are supported in working. Most families can get cash assistance for only 60 months.

In order to be eligible for these benefit programs, you must be a resident of Minnesota, either pregnant or responsible for a child
under age 19, either a US citizen or have a qualified non-citizen immigration status, have low or very low income, and be either
under-employed (working for very low wages), or unemployed, and meet program asset limits.

Program Description
The National School Lunch Program and School Breakfast Program help schools provide nutritious meals to students each
school day. These are U.S. Department of Agriculture (USDA) programs that are administered by the Minnesota Department of
Education. Participating schools receive federal and state funds for meals that meet established nutrition standards.
General Program Requirements
You may qualify for this benefit program if you have child(ren) who attend a Minnesota school (high school or under) that
participates in the National School Lunch Program / School Breakfast Program. Almost all public schools and many private
schools participate in these programs.

Students at a participating school qualify for free or reduced-price school meals if annual household income is within guidelines

The Summer Food Service Program (SFSP) serves nutritious meals at no charge to children in the summer when National School
Lunch and School Breakfast Program meals are not available. SFSP sites are located in many low-income areas throughout

Thousands of rounds have already been played on courses in the Minneapolis/St. Paul area. Some courses prime for early season

Program Description
The Weatherization Assistance Program (WAP) uses energy conservation techniques to reduce the cost of home energy by an
estimated percent. Correcting health and safety hazards and potentially life-threatening conditions is the first consideration in
WAP activities.
Households who are at or below 50 percent of the state medium income are eligible. All homeowners and renters who are income
eligible for EAP are income eligible for WAP. Priority is given to households with at least one elderly or disabled member and to
customers with the highest heating costs. WAP is Federally funded through the U.S. Department of Energy.

General Program Requirements

Program Description
The Special Milk Program (SMP) provides milk to children in schools and non-profit childcare institutions that do not participate in
other Federal child nutrition meal service programs. Schools in the National School Lunch or School Breakfast Programs may
also participate in the SMP to provide milk to children in half-day pre-kindergarten and kindergarten programs where children do
not have access to the school meal programs. The program reimburses institutions for the milk they serve.
General Program Requirements
Any child in a school or institution that participates in the Special Milk Program can get milk. Schools may elect to offer free milk
to low-income children. In order to qualify for this benefit program, you must be a resident of the State of Minnesota, your

Program Description
The WIC Program provides supplemental foods, nutrition education and referrals to health care, at no cost, to low-income
pregnant, breastfeeding and postpartum women, infants, and children up to age 5 who are determined to be at nutritional risk. To
be fully eligible for the WIC Program, applicants must be determined by a health professional, at no cost, to be at nutritional risk (i.
e., have certain medical-based or diet-based risk conditions).

In order to qualify for this benefit program, you must be a resident of the State of Minnesota, pregnant, breastfeeding and
postpartum woman, infant or child up to 5 years of age and: (1) are individually determined by a health professional to be at
nutrition risk; and, (2) meet an income standard, or are determined automatically income eligible. A person who participates or
has family members who participate in certain other benefit programs, such as the Food Stamp Program, Medicaid or Temporary
Assistance for Needy Families, automatically meets the income eligibility requirement.

Program Description
The Head Start program (for children ages 3-5) and Early Head Start program (for pregnant women, infants, and toddlers) promote
school readiness for children in low-income families by providing comprehensive educational, health, nutritional, and social
services. Parents play a large role in the programs, both as primary educators of their children and as participants in
administering the programs locally. Both programs provide pre-literacy and literacy experiences in a multi-cultural environment.
Parents are also provided social services, including assistance with childcare. Services are also available to migrant and
seasonal farm worker families.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the State of Minnesota, and a parent or primary caregiver
responsible for a child who is too young for public school and your household's annual income before taxes must not exceed
$10,830 if one person lives in the household; $14,570 if two people live in the household; $18,310 if three people live in the
household; $22,050 if four people live in the household; $25,790 if five people live in the household; $29,530 if six people live in the
household; $33,270 if seven people live in the household; $37,010 if eight people live in the household; and $40,750 if more than
eight people live in the household. For larger households, add $3,740 for each additional person in the home.

If you do not meet these criteria, you may still qualify if you are a U.S. national, citizen or permanent resident whose financial
status is low income or very low income, who is under-employed, unemployed or about to become unemployed, facing pregnancy,
less than 19 years of age yourself, or the parent or primary caregiver for children under the age of 19 years. Other qualifications
may apply.
