Need Financial Assistance for Summer Camp?
Thanks to a grant from Parkways Foundation, the nonprofit arm of the Chicago Park District, eligible Chicago families can
receive scholarships for the 2010 summer day camp program.

You can apply for a scholarship on Thursday, March 18, from 10 a.m. - 9 p.m. or Saturday, March 20, from 9 a.m. - 12 p.m., at one
of nine designated parks throughout the city.  Go here for a list of park locations. Applicants must bring documents showing
proof of income and proof of Chicago residency, as listed below.


PROOF OF INCOME
Applicants must provide one of the following:
* proof of participation in the federal free or reduced-lunch program
* most recent federal 1040 tax form and copies of pay stubs for the last 30 days
* AFDC/TANF case number

PROOF OF CHICAGO RESIDENCY
Scholarship awards are only available to City of Chicago residents. Applicants must show current proof of residency
such as:
* a driver's license
* state identification card
* Medicaid card
* rental lease, mortgage statement or utility bill

If approved, parents can apply their scholarship at any Chicago Park District day camp location, pending availability. Scholarship
award approval does not guarantee a slot(s) in the day camp programs. The applicant is responsible for registering in-person at
the related park(s) for the programs. In-person registration begins on Saturday, April 24 at most parks. To receive the
scholarship award, the applicant's copy of the approved scholarship form must be presented to the park(s) when registering.
Scholarship award usage is only available for in-person registration. It is not available for on-line registration.

Parents can start planning for summer by viewing summer day camp and program offerings beginning Monday, April 5 on-line.
Each summer, the Chicago Park District provides more than 30,000 campers ages 6-12 with a season of supervised activity at
more than 200 local parks. Standard day camps are six-week sessions running June 28 - Aug. 6.

Day Camp Details
This  June and July, more than 30,000 campers ages 6-12 will go on field trips, explore nature, arts and culture, engage in sports
and recreation and enjoy pool time at most camps.  They will also keep their reading skills sharp as a way to keep learning in
preparation for back-to-school in the fall.  Parents seeking programs in August are encouraged to also register their children for
specialty and late summer camps. Education and character-building components are combined with recreation at several of the
Park District's specialty camps.  Scholarships and financial assistance are available through Parkways Foundation, the Chicago

Parkways Foundation, the non-profit partner of the Chicago Park District, has created a Camp Scholarship Fund. This fund is
essential, especially now, for families who need additional resources to give their children positive camp experiences in the

These large-scale, highly representational paintings focus on the world reflected in the same two puddles outside the artist's
home. By focusing on the myriads of details and in the ambience created by the passing light, the artist opens up a whole new
world of observation and creates a sense of mystery from the mundane. Sheesley lives in Wheaton and is a Professor of Art at
Wheaton College.

Visit the Cultural Center and discover the many aspects of jazz today. Tuesdays at 12:15pm, the Jazz, Blues and Beyond series
presents live performances by some of Chicago's best artists. Also this month, the New Millennium/New Music series features
the avant-garde sounds of Scandinavian jazz band Atomic (3/8) and the Rova Saxophone Quartet (3/16).

Program Description
Medicaid is a jointly funded state and Federal government program that pays for medically necessary services. Medicaid pays
for medical services for children and their caretakers, pregnant women, and persons who are disabled, blind or 65 years of age
or older.
Primary services funded through Medicaid are physician, hospital and long term care. Additional coverage includes drugs,
medical equipment and transportation, family planning, laboratory tests, x-rays and other medical services.

General Program Requirements
In order to qualify for this benefit program, you must be a resident of the state of Illinois, a US national, citizen, permanent
resident, or legal alien, in need of health care/insurance assistance, whose financial situation would be characterized as low
income or very low income. You must also be either pregnant, a parent or relative caretaker of a dependent child(ren) under age
19, blind, have a disability or a family member in your household with a disability, or be 65 years of age or older.

A CHICAGO STAR AND THE QUEEN HEADLINE THE GOSPEL MUSIC FESTIVAL

The Chicago Gospel Music Festival will once again bring the spirited music form to Millennium Park, June 5 and 6 and you're the
first to know some of the headliners at the Jay Pritzker Pavilion.

Saturday night's leadoff performer is Chicago's own Ricky Dillard. Dillard, joined by the New Generation Chorale (New G) makes
his first appearance at the festival since 2004.

Another Chicago legend, the Queen of Gospel Music, Albertina Walker will open the stage on Sunday night as part of The
Caravans, the Gospel group that she founded in 1952. Walker appears with her all-star line up of Dorothy Norwood, Inez Andres
and Delores Washington.

Complete lineup for all three stages of music will be available by March 1.

MAXWELL STREET MARKET

The Maxwell Street Market is a Chicago tradition of bargains with an international flavor. The market hosts hundreds of vendors
every Sunday, year-round. In addition to household goods, clothing, CDs, jewelry, power tools and produce, there are several
food stands offering authentic fare like enchiladas, tacos, tamales, plantains and polish sausage.

The deeply personal and passionate paintings of Angel Otero have made a mark on the cultural scene over the past few years.
Otero, having just completed his MFA degree at the School of the Art Institute of Chicago this spring, was one of only four
awardees nationwide to receive the prestigious Leonore Annenberg Fellowship in the visual arts this year, which will support his
work over a two-year period in New York.

This exhibition at the Chicago Cultural Center will be Otero's largest solo show to date; it will bring together some 12-15 new
works from the artist's studio and private collections as evidence of his masterful use of materials, as well as revealing his
ideas that stem from growing up in Puerto Rico and training in Chicago.

The Chicago Department of Cultural Affairs hosts the 2nd annual free Peace On Earth Film Festival ( http://chicagoculturalcenter.

conflict, world politics, the environment, economics, and more, while presenting alternatives for peace, nonviolence, and social

The festival will also welcome 600 Chicago Public School students and their teachers on opening day for films about nonviolent
solutions and practices for our communities. The Peace on Earth Film Festival is organized by Transcendence Global Media, a
nonprofit organization working to change the public discourse on world peace.

Hollis Sigler found her artistic voice in the unrestrained drawings of her youth, but the Chicago artist's vibrantly colored faux-
naïve style draws in viewers only to reveal emotion-laden and very personal content. Reflecting on passion, fear, romance,
escape, desire, suburban entrapment, and dreams of fame, the psychologically complex narratives each reveal the aftermath of
a scenario but leave the viewer to solve the mystery of what has occurred.

The exhibition shows more than 60 works dating from 1981 to 2001, including selections from Sigler's well known series
"Breast Cancer Journal: Walking with the Ghost of My Grandmothers." This exhibition was organized by the Rockford Art
Museum in collaboration with the Chicago Department of Cultural Affairs and was curated by Patty Rhea. An accompanying
catalog is available.

McCormick Tribune Ice Rink at Millennium Park
Always free and open to the public, Millennium Park's McCormick Tribune Ice Rink is entering its ninth season and draws over
100,000 skaters annually. Bring skates or rent a pair onsite for $10 to experience one of Chicago's most beloved and fun winter
traditions. The rink will be open daily, weather permitting, from November 18, 2009 to March 14, 2010.

Program Description
The Food Stamp Program was designed to help end hunger and improve nutrition and health. It helps low-income households
buy the food they need for a nutritionally adequate diet. The Department of Human Services administers the program in Illinois.
Food stamp benefits can be used to buy any food or food product for human consumption, plus seeds and plants for use in home
gardens to produce food. Benefits are provided through The Illinois Link System, an electronic system that allows someone to
use a plastic card, similar to a bank card, at grocery store terminals. Most households with low income can get food stamp
benefits. The rules are complex, so all of the details are not here. If you are planning to apply for Food Stamps, you may want to
use the pre-screening tool, provided by the United States Department of Agriculture, to help you estimate what you may be
eligible to receive. However, just like GovBenefits.gov, the USDA screening tool cannot determine your eligibility. Only your local
office can tell you whether you are eligible and how much you will receive. The application process begins the day your local
Department of Human Services office receives your signed application. You will be asked to come into the office for an
interview, or you may be interviewed over the phone if you are unable to go to the office. When you apply, you will be asked to
participate in an interview, provide proof of your identity and residence, and a Social Security number for everyone in your
household who has one. Depending on your circumstances, you may also need to provide proof of income, assets, housing
costs, citizenship or immigration status, and any child support orders. Your worker in the local office will tell you what proofs
are needed.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the State of Illinois and fall into one of two groups: (1) those
with a current bank balance (savings and checking combined) under $2,001, or (2) those with a current bank balance (savings
and checking combined) under $3,001 who share their household with a person or persons age 60 and over, or with a person
with a disability (a child, your spouse, a parent, or yourself). For either group, you must also have an annual household income of
less than $13,284 if one person lives in the household; $17,808 if two people live in the household; $22,332 if three people live in
the household; $26,856 if four people live in the household; $31,380 if five people live in the household; $35,904 if six people live
in the household; $40,428 if seven people live in the household; or $44,952 if more than seven people live in the household.

responsible for a child(ren) who attends school (high school or under). Those who qualify must also have an annual household

The Illinois Low Income Home Energy Assistance Program (LIHEAP) is designed to assist eligible low income households pay for
winter energy services. LIHEAP will provide a one-time benefit to eligible households to be used for energy bills. The amount of
payment is determined by income, household size, fuel type, and geographic location.

LIHEAP is funded by the U. S. Department of Health and Human Services and the State of Illinois. The program is administered by
the Illinois Department of Commerce and Community Affairs (DCEO). Energy Assistance is provided by local community action
agencies or not-for-profit agencies throughout the state. You may contact the agency provider in your area to apply for
assistance.

Program Description
The WIC Program provides supplemental foods, nutrition education and referrals to health care, at no cost, to low-income
pregnant, breastfeeding and postpartum women, infants, and children up to age 5 who are determined to be at nutritional risk.
To be fully eligible for the WIC Program, applicants must be determined by a health professional, at no cost, to be at nutritional

The Illinois Home Weatherization Assistance Program (IHWAP) is designed to help low income residents save fuel and money,
while increasing the comfort of their homes. Its mission is to insulate the dwellings of low-income persons, particularly the
elderly, persons with disabilities, families with children, high residential energy users, and households with a high energy
burden, in order to conserve needed energy and to aid those persons least able to afford higher utility costs.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the State of Illinois, your household's annual income before
taxes must not exceed $16,245 if one person lives in the household; $21,855 if two people live in the household; $27,465 if three
people live in the household; $33,075 if four people live in the household; $38,685 if five people live in the household; $44,295 if
six people live in the household; $49,905 if seven people live in the household; and $55,515 if eight people live in the household.
For larger households, add $5,610 for each additional person in the home.

Program Description
The Illinois Special Milk Program provides milk to children in schools, childcare institutions, and eligible camps that do not
participate in other Federal child nutrition meal service programs. Schools that participate in the National School Lunch or
School Breakfast Programs, can participate in the Special Milk Program for half-day kindergarten and pre-kindergarten children
who do not have access to a school meals program. The program reimburses schools and institutions for the milk they serve.
There are two program options from which sponsors may choose:

Paid Milk - In the paid milk option all students are charged for the cost of providing milk minus the Federal reimbursement.
Household income applications are not required.

Free Milk - The free milk option provides milk free of charge to students who are determined eligible, based on the household
income guidelines. Children who do not meet the household income requirements may purchase milk if participating in a pricing
program.

General Program Requirements
Any child in a school or institution that participates in the Special Milk Program can get milk. Schools may elect to offer free milk
to low-income children. In order to qualify for this benefit program, you must be a resident of the State of Illinois, your
household's annual income before taxes must not exceed $20,036 if one person lives in the household; $26,955 if two people
live in the household; $33,874 if three people live in the household; $40,793 if four people live in the household; $47,712 if five
people live in the household; $54,631 if six people live in the household; $61,550 if seven people live in the household; and
$68,469 if eight people live in the household. For larger households, add $6,919 for each additional person in the home.

Program Description
The Head Start program (for children ages 3-5) and Early Head Start program (for pregnant women, infants, and toddlers)
promote school readiness for children in low-income families by providing comprehensive educational, health, nutritional, and
social services. Parents play a large role in the programs, both as primary educators of their children and as participants in
administering the programs locally. Both programs provide pre-literacy and literacy experiences in a multi-cultural environment.
Parents are also provided social services, including assistance with childcare. Services are also available to migrant and
seasonal farm worker families.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the State of Illinois, you must be a parent or primary
caregiver responsible for a child who is too young for public school and your household's annual income before taxes must not
exceed $10,830 if one person lives in the household; $14,570 if two people live in the household; $18,310 if three people live in
the household; $22,050 if four people live in the household; $25,790 if five people live in the household; $29,530 if six people live
in the household; $33,270 if seven people live in the household; $37,010 if eight people live in the household; and $40,750 if more
than eight people live in the household. For larger households, add $3,740 for each additional person in the home.

If you do not meet these criteria, you may still qualify if you are a U.S. national, citizen or permanent resident whose financial
status is low income or very low income, who is under-employed, unemployed or about to become unemployed, facing
pregnancy, less than 19 years of age yourself, or the parent or primary caregiver for children under the age of 19 years. Other
qualifications may apply.
