Austin Area Disaster Recovery Center Opening Wednesday

DOWNER’S GROVE, Ill. -- A federal/state Disaster Recovery Center (DRC) will open Wednesday, Sept. 1, in the Austin
neighborhood of Chicago for residents to meet face-to-face with disaster recovery specialists, officials said today.
The DRC, operated jointly by the Illinois Emergency Management Agency and the U.S. Department of Homeland Security’s
Federal Emergency Management Agency, will be open from 9 a.m. to 7 p.m., CDT, seven days a week, until further notice, at the
following location:

Seven counties (Carroll, Cook, DuPage, Jo Daviess, Ogle, Stephenson and Winnebago) were designated a disaster area by
President Obama on Aug. 19. Before visiting a DRC, residents of those counties who had flood damage between July 22 and Aug.
7 are encouraged to apply for disaster assistance. Apply online at www.disasterassistance.gov, or call 1800-621-FEMA (3362),
(TTY) 1 800-462-7585, seven days a week, 7 a.m. to 10 p.m. CDT. Help in languages other than English is available.
DRC services include help with applying for disaster assistance and information about other disaster programs available from
the U.S. Small Business Administration (SBA), state and local agencies, and voluntary organizations. For federal/state disaster
assistance, residents must apply with FEMA even if they have already provided damage information to local officials, other
agencies or organizations.
SBA low-interest disaster loans may be available for homeowners, renters, businesses and private non-profit organizations of
all sizes to repair or replace real estate, contents and/or personal property damaged in the severe storms and flooding. SBA
customer service representatives will be present at the DRC to answer questions and accept completed loan applications.

Gallatin County Flood Risk Open House Is Set For Sept. 1
The general public is invited to view the floodplain maps and see their risk of flooding

CHICAGO, Ill. -- The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA), in partnership with
the Illinois Department of Natural Resources (IDNR), will host a flood risk information open house for residents of Gallatin County
on Wednesday, Sept. 1, 2010, from 6 p.m. to 8 p.m. at the Gallatin Farm Bureau, 216 S. Murphy St., in Ridgway.
Newly released preliminary Digital Flood Insurance Rate Maps will be displayed so residents can learn about their risk of
flooding and how this will affect their lives and property. Those interested in attending may drop in at any time during the evening
to talk with IDNR representatives.
“Everyone is at some risk of flooding,” said Andrew Velasquez III, regional administrator of FEMA Region V in Chicago. “People in
Gallatin County need to know what that risk is so they can make informed decisions about their safety and financial
investments.”
Some residents may be required to purchase flood insurance once these maps are effective. The purchase of flood insurance is
required by federally insured mortgage lenders if your house is located in high-risk flood area. Once effective, these maps will
be used to determine flood risk, develop mitigation measures and encourage wise and responsible risk management decision-
making that will reduce the damaging effects of flooding.

Project Onward Gallery
From an early age, Project Onward's Andrew Hall has been inspired by architecture, infatuated with trains, and obsessed with
drawing. Featuring the tiny, meticulously detailed ink drawings for which he is well known, as well as new directions in
portraiture and intaglio printmaking, The Last Detail is the artist's first solo exhibition.
Located in the Chicago Cultural Center, Project Onward is the Department of Cultural Affairs' studio program for artists with
special needs. The program supplies studio space, art supplies, and professional guidance to over 30 adult artists living with
mental and developmental disabilities.

Known as "the great performer," Ramsey Lewis has been an icon in jazz history since 1956. As a winner of three Grammy
Awards, he has significantly innovated and impacted the world of gospel and jazz throughout his musical career. And what
better way to celebrate the legend's 75th birthday than a performance at the Jay Pritzker Pavilion from on Friday, September 3!
However, Ramsey Lewis is just one of the many performers that will grace the stages of the 32nd Annual Chicago Jazz Festival
this September.
Thanks to additional funding provided by The Chicago Jazz Partnership, the festival will return this year as a FREE four-day event!
The Chicago Jazz Festival, Presented By CareFusion will officially debut on Thursday, September 2 with concerts at the Jay
Pritzker Pavilion in Millennium Park that begin at noon and end at 4p.m. On Friday, September 3, the Chicago Cultural Center at
77 E. Randolph will host performances from noon to 3p.m. in the Randolph Café, the Claudia Cassidy Theater and Preston
Bradley Hall with entertainment moving to Millennium Park from 4p.m. to 9:30p.m.
Performers at the Jay Pritzker Pavilion include Jazz Teachers Band, James Dapogny, Mike LaDonne Trio and special guest Eric
Alexander and Nicole Mitchell's Black Earth Orchestra. As the Friday grand finale, Ramsey Lewis will take the stage from 8:30p.
m.-9:30p.m. for his 75th birthday celebration.
On Saturday and Sunday, the festival hours at Grant Park will be from 11a.m.-9:30p.m. with live music on four different stages.
After its successful debut last year, The Chicago Community Trust Young Jazz Lions Stage will again feature aspiring high
school and college jazz bands. Another returning Chicago Jazz Festival tradition is the annual Artist-in-Residence, Nicole
Mitchell, founder of the critically acclaimed Black Earth Ensemble. Headlining performers on these days include Henry
Threadgill, Brad Mehldau, Kurt Elling, The Either/Orchestra with special guests Getachew Mekurya and Teshome Mitiku, René
Marie, and Brian Blade of the Fellowship Band.

Program Description
The Food Stamp Program was designed to help end hunger and improve nutrition and health. It helps low-income households
buy the food they need for a nutritionally adequate diet. The Department of Human Services administers the program in Illinois.
Food stamp benefits can be used to buy any food or food product for human consumption, plus seeds and plants for use in home
gardens to produce food. Benefits are provided through The Illinois Link System, an electronic system that allows someone to
use a plastic card, similar to a bank card, at grocery store terminals. Most households with low income can get food stamp
benefits. The rules are complex, so all of the details are not here. If you are planning to apply for Food Stamps, you may want to
use the pre-screening tool, provided by the United States Department of Agriculture, to help you estimate what you may be
eligible to receive. However, just like GovBenefits.gov, the USDA screening tool cannot determine your eligibility. Only your local
office can tell you whether you are eligible and how much you will receive. The application process begins the day your local
Department of Human Services office receives your signed application. You will be asked to come into the office for an
interview, or you may be interviewed over the phone if you are unable to go to the office. When you apply, you will be asked to
participate in an interview, provide proof of your identity and residence, and a Social Security number for everyone in your
household who has one. Depending on your circumstances, you may also need to provide proof of income, assets, housing
costs, citizenship or immigration status, and any child support orders. Your worker in the local office will tell you what proofs
are needed.

The WIC Program provides supplemental foods, nutrition education and referrals to health care, at no cost, to low-income

To be fully eligible for the WIC Program, applicants must be determined by a health professional, at no cost, to be at nutritional

Program Description
The Illinois Special Milk Program provides milk to children in schools, childcare institutions, and eligible camps that do not
participate in other Federal child nutrition meal service programs. Schools that participate in the National School Lunch or
School Breakfast Programs, can participate in the Special Milk Program for half-day kindergarten and pre-kindergarten children
who do not have access to a school meals program. The program reimburses schools and institutions for the milk they serve.
There are two program options from which sponsors may choose:
Paid Milk - In the paid milk option all students are charged for the cost of providing milk minus the Federal reimbursement.
Household income applications are not required.
Free Milk - The free milk option provides milk free of charge to students who are determined eligible, based on the household
income guidelines. Children who do not meet the household income requirements may purchase milk if participating in a pricing
program.
General Program Requirements
Any child in a school or institution that participates in the Special Milk Program can get milk. Schools may elect to offer free milk
to low-income children. In order to qualify for this benefit program, you must be a resident of the State of Illinois, your
household's annual income before taxes must not exceed $20,036 if one person lives in the household; $26,955 if two people
live in the household; $33,874 if three people live in the household; $40,793 if four people live in the household; $47,712 if five
people live in the household; $54,631 if six people live in the household; $61,550 if seven people live in the household; and
$68,469 if eight people live in the household. For larger households, add $6,919 for each additional person in the home.

Program Description
The Head Start program (for children ages 3-5) and Early Head Start program (for pregnant women, infants, and toddlers)
promote school readiness for children in low-income families by providing comprehensive educational, health, nutritional, and
social services. Parents play a large role in the programs, both as primary educators of their children and as participants in
administering the programs locally. Both programs provide pre-literacy and literacy experiences in a multi-cultural environment.
Parents are also provided social services, including assistance with childcare. Services are also available to migrant and
seasonal farm worker families.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the State of Illinois, you must be a parent or primary
caregiver responsible for a child who is too young for public school and your household's annual income before taxes must not
exceed $10,830 if one person lives in the household; $14,570 if two people live in the household; $18,310 if three people live in
the household; $22,050 if four people live in the household; $25,790 if five people live in the household; $29,530 if six people live
in the household; $33,270 if seven people live in the household; $37,010 if eight people live in the household; and $40,750 if more
than eight people live in the household. For larger households, add $3,740 for each additional person in the home.
If you do not meet these criteria, you may still qualify if you are a U.S. national, citizen or permanent resident whose financial
status is low income or very low income, who is under-employed, unemployed or about to become unemployed, facing
pregnancy, less than 19 years of age yourself, or the parent or primary caregiver for children under the age of 19 years. Other
qualifications may apply.
