Program Description
The Weatherization Assistance Program was established to help low-income families and individuals decrease their home energy
costs and to be attentive to energy-related health and safety issues in the home. The Arizona Department of Commerce Energy
Office is the managing agency for the Weatherization Assistance Program. More than 16,500 of Arizona's low-income households
have been provided with weatherization assistance services since the program's inception in 1977. Arizona's current annual
funding allocation is approximately $2.5 million.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the State of Arizona and your household's annual income
before taxes must not exceed $21,660 if one person lives in the household; $29,140 if two people live in the household; $36,620 if
three people live in the household; $44,100 if four people live in the household; $51,580 if five people live in the household; $59,060
if six people live in the household; $66,540 if seven people live in the household; and $74,020 if eight people live in the household.
For larger households, add $7,480 for each additional person in the home..

The Family Assistance Administration's mission is to assist individuals and families in improving their quality of life.
The Family Assistance Administration helps individuals and families achieve independence and self-sufficiency by providing
temporary assistance in meeting their immediate basic needs. The FAA provides Cash Assistance and Food Stamps to eligible
participants, determines eligibility for Medical Assistance, and refers participants to other departmental and community
resources for assistance.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the State of Arizona and fall into one of two groups: (1) those
with a current bank balance (savings and checking combined) under $2,001, or (2) those with a current bank balance (savings and
checking combined) under $3,001 who share their household with a person or persons age 60 and over, or with a person with a
disability (a child, your spouse, a parent, or yourself). For either group, you must also have an annual household income of less
than $13,284 if one person lives in the household; $17,808 if two people live in the household; $22,332 if three people live in the

Program Description
The Arizona School Breakfast and Lunch Program is available to public and private nonprofit schools and residential childcare
institutions serving children of high school age and younger. Residential childcare institutions must be licensed and operated
principally for the care of children. They include homes for the physically, mentally or emotionally impaired, group homes,
temporary shelters, orphanages, and juvenile detention centers.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the State of Arizona and a parent or primary caregiver
responsible for a child(ren) who attends school (high school or under). Those who qualify must also have an annual household
income before taxes that must not exceed $26,955 if two people live in the household; $33,874 if three people live in the

Program Description
While learning does not end when school lets out, neither does the need for good nutrition. The Summer Food Service Program
(SFSP) was created to ensure that children in low-income areas could continue to receive nutritious meals during long school
vacations (i.e. school intercessions and summer vacation), when they do not have access to school breakfast or lunch. Without
the help of the SFSP, many children are hungry and undernourished when school is not in session.
SFSP is Federally funded by the United States Department of Agriculture (USDA) and administered by the Arizona Department of
Education (ADE). Sponsors of SFSP must sign an agreement with ADE in order to run the program. The SFSP reimburses approved
sponsors for serving meals that meet Federal nutritional guidelines. Sponsors receive payments based on the number of meals
they serve. All meals are served free to eligible children.

Program Description
Utility assistance programs available from the Federal and state governments and from utility companies are coordinated to help
low-income households meet their energy needs. The Community Services Administration (CSA) subcontracts with community
agencies to administer the Low-Income Home Energy Assistance Program (LIHEAP) and the Utility Repair, Replacement and
Deposit Program (URRD). Through these programs services provided are utility deposits and payments. Weatherization of homes
is conducted and certain appliances can be repaired or replaced. There are also wide arrays of utility discount programs, which
are coordinated with these services.

Program Description
KidsCare is Arizona's health insurance for children under 19.
Children ages 18 and younger that qualify can get medical, dental and vision services; all three services combined in one simple
plan.
KidsCare is inexpensive; a family's payments are based on the family income and the number of children who qualify. KidsCare
will cost no more than $15 a month for one child or no more than $20 a month no matter how many children are in the household.
Some families may even receive KidsCare at no cost.

In order to qualify for this benefit program, you must be a resident of the State of Arizona, under 19 years of age, not covered by
health insurance (including Medicaid), a US national, citizen, legal alien, or permanent resident, and you must have an annual

Program Description
The WIC Program provides supplemental foods, nutrition education and referrals to health care, at no cost, to low-income
pregnant, breastfeeding and postpartum women, infants, and children up to age 5 who are determined to be at nutritional risk. To
be fully eligible for the WIC Program, applicants must be determined by a health professional, at no cost, to be at nutritional risk (i.
e., have certain medical-based or diet-based risk conditions).
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the State of Arizona, pregnant, breastfeeding and postpartum
woman, infant or child up to 5 years of age and: (1) are individually determined by a health professional to be at nutrition risk; and,
(2) meet an income standard, or are determined automatically income eligible. A person who participates or has family members
who participate in certain other benefit programs, such as the Food Stamp Program, Medicaid or Temporary Assistance for Needy
Families, automatically meets the income eligibility requirement.

Program Description
The Special Milk Program (SMP) is available to children of all schools or nonprofit child care institutions which do not participate in
the National School Lunch Program (NSLP), School Breakfast Program (SBP), the Child and Adult Care Food Program (CACFP), or
Summer Food Service Program (SFSP). This includes nonprofit day care centers, summer camps, settlement houses and
homeless shelters. An eligible shelter's primary purpose must be to provide shelter and a minimum of one regularly scheduled
meal service per day to homeless families. The shelter cannot be a residential child care institution.
The SMP is also available to students attending a split-session kindergarten or pre-primary students in a school that participates
in the NSL or SBP, if those students do not have access to the lunch or breakfast programs.

Any child in a school or institution that participates in the Special Milk Program can get milk. Schools may elect to offer free milk to

Program Description
The Arizona Head Start program (for children ages 3-5) and Early Head Start program (for pregnant women, infants, and toddlers)
promote school readiness for children in low-income families by providing comprehensive educational, health, nutritional, and
social services. Parents play a large role in the programs, both as primary educators of their children and as participants in
administering the programs locally. Both programs provide pre-literacy and literacy experiences in a multi-cultural environment.
Parents are also provided social services, including assistance with child care. Services are also available to migrant and
seasonal farmworker families.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the State of Arizona, you must be a parent or primary
caregiver responsible for a child who is too young for public school and your household's annual income before taxes must not
exceed $10,830 if one person lives in the household; $14,570 if two people live in the household; $18,310 if three people live in the
household; $22,050 if four people live in the household; $25,790 if five people live in the household; $29,530 if six people live in the
household; $33,270 if seven people live in the household; $37,010 if eight people live in the household; and $40,750 if more than
eight people live in the household. For larger households, add $3,740 for each additional person in the home.
If you do not meet these criteria, you may still qualify if you are a U.S. national, citizen or permanent resident whose financial
status is low income or very low income, who is under-employed, unemployed or about to become unemployed, facing pregnancy,

The Arizona Cash Assistance Program provides temporary cash assistance and supportive services to children, individuals, and
their families. The Electronic Benefit Transfer (EBT) EDGE System is used to issue cash assistance payments. Participants are
able to access their benefits from their assigned account by using a plastic debit card called QUEST . The debit card can be used
at Automated Teller Machines (ATM) and Point of Sale (POS) devices located at most stores.

Program Description
While learning does not end when school lets out, neither does the need for good nutrition. The Summer Food Service Program
(SFSP) was created to ensure that children in low-income areas could continue to receive nutritious meals during long school
vacations (i.e. school intercessions and summer vacation), when they do not have access to school breakfast or lunch. Without
the help of the SFSP, many children are hungry and undernourished when school is not in session.
SFSP is Federally funded by the United States Department of Agriculture (USDA) and administered by the Arizona Department of
Education (ADE). Sponsors of SFSP must sign an agreement with ADE in order to run the program. The SFSP reimburses approved
sponsors for serving meals that meet Federal nutritional guidelines. Sponsors receive payments based on the number of meals
they serve. All meals are served free to eligible children.

Program Description
Utility assistance programs available from the Federal and state governments and from utility companies are coordinated to help
low-income households meet their energy needs. The Community Services Administration (CSA) subcontracts with community
agencies to administer the Low-Income Home Energy Assistance Program (LIHEAP) and the Utility Repair, Replacement and
Deposit Program (URRD). Through these programs services provided are utility deposits and payments. Weatherization of homes
is conducted and certain appliances can be repaired or replaced. There are also wide arrays of utility discount programs, which
are coordinated with these services.

Program Description
KidsCare is Arizona's health insurance for children under 19.
Children ages 18 and younger that qualify can get medical, dental and vision services; all three services combined in one simple
plan.
KidsCare is inexpensive; a family's payments are based on the family income and the number of children who qualify. KidsCare
will cost no more than $15 a month for one child or no more than $20 a month no matter how many children are in the household.
Some families may even receive KidsCare at no cost.

Program Description
The Special Milk Program (SMP) is available to children of all schools or nonprofit child care institutions which do not participate in
the National School Lunch Program (NSLP), School Breakfast Program (SBP), the Child and Adult Care Food Program (CACFP), or
Summer Food Service Program (SFSP). This includes nonprofit day care centers, summer camps, settlement houses and
homeless shelters. An eligible shelter's primary purpose must be to provide shelter and a minimum of one regularly scheduled
meal service per day to homeless families. The shelter cannot be a residential child care institution.
The SMP is also available to students attending a split-session kindergarten or pre-primary students in a school that participates
in the NSL or SBP, if those students do not have access to the lunch or breakfast programs.

Any child in a school or institution that participates in the Special Milk Program can get milk. Schools may elect to offer free milk to

The Arizona Head Start program (for children ages 3-5) and Early Head Start program (for pregnant women, infants, and toddlers)

administering the programs locally. Both programs provide pre-literacy and literacy experiences in a multi-cultural environment.
